As a Senior Engineering Technician with Preservation Management, you will get to enjoy working both in an office setting and outdoors. You will provide support for the department engineers by performing calculations, information gathering and record keeping. You will perform asset management functions for pavements, culverts, structures, and other transportation assets. You will assist and coordinate with Preservation Management engineers and engineering technicians by leading tasks, performing most complex or advanced activities with little supervision, and closely monitoring certain section programs and projects.

Qualifications

The ideal candidate will have the following strengths:

  • Experience performing inspections of pavements, culverts, miscellaneous structures, unstable slopes, and other assets and the ability to record inspection data electronically.

  • Experience with identification, field marking, measuring, and calculating total quantities of repair areas for estimates.

  • Experience performing construction inspection of preservation projects.

  • Experience performing non-destructive structural testing of pavement using Falling Weight Deflectometer (FWD) and other testing equipment.

  • Experience operating Ground Penetrating Radar (GPR) to determine pavement layer thicknesses.

  • Applies understanding of applicable department and section policies, procedures, work standards, and codes to support engineers during design and construction of preservation projects.

  • Uses personal computers and software programs and applications including word processing, spreadsheets, and job-related software including but not limited to PAVER, GIS, and GIS-Mo/VUEWorks.

  • Must possess the ability to prioritize and handle multiple projects utilizing organizational skills and communications skills.

  • Excellent communication skills when interacting with the public, co-workers, contractors, and others.

  • Strong sense of responsibility regarding timely and accurate completion of work, and a strong commitment to section and agency goals.

  • Must be capable of functioning under fast paced, stressful working conditions.

  • Ability to work around moving traffic and sit in a vehicle for hours at a time during field work.

  • Is safety conscious - ensuring the safety of self and co-workers.

  • Team player attitude - coordinates with co-workers to accomplish tasks.

  • Must have a valid driver's license at time of hire.

Education and Experience:

An Associate of Science Degree in Engineering Technology (or equivalent experience) and at least 3 years experience in a position equivalent to an Engineering Technician, preferably in construction inspection or in a civil engineering role. A Bachelors Degree in Civil Engineering or related field may be substituted for the required educational experience.

Knowledge of: Basic engineering principles, practices, the techniques and equipment involved, physical and mathematical sciences (trigonometry and geometry), basic construction practices and safety requirements, WSDOT construction procedures and specifications, storm water and transportation construction methods.

Ability to: Interpret construction plans and specifications, use a personal computer, interact with the public and/or contractors, operate basic surveying and test equipment, lead and direct support staff, perform technical research work on routine engineering problems, analyze data and provide professional opinion based on solid engineering principles to a variety of internal and external contacts, communicate professionally both orally and in writing; understand department policies and procedures as well as work standards and codes applicable to the job.

It is general policy of the County that new employees should be hired at the lower steps of the applicable range and advance through the range at the normal progression.

Examples of Duties

Duties may include but are not limited to the following:

  • Represents the County on construction projects, both with contractors and general public.

  • Closely monitor one or more specialized projects to ensure that timelines and quality standards are met.

  • Lead and direct support staff to ensure quality of work and that department productivity goals and standards are met.

  • Inspects construction work on complex projects for developing and improving roads, bridges drainage structures and traffic control devices.

  • Computes and tracks cuts, fills and quantities on construction projects

  • Completes daily inspection reports.

  • Responds to inquiries and complaints from property owners, businesses, and the general public regarding engineering projects.

  • Acts as a liaison for residents affected by projects.

  • Reviews project plans and archives data from projects.

  • Performs tests on materials for quality, strength, compaction, and other related criteria.

  • Collects and maintains base data for engineering studies.

  • Performs research activities in County and State records.

  • Assists engineers in field water quality/quantity monitoring.

  • Leads survey team in location surveys.

  • Reviews engineering plans for compliance with County Codes.

  • Collects water samples for delivery to labs for testing.

  • Read and interpret plans and specifications to ensure that projects are built to contract standards.

  • Coordinates work between developers and public agencies.

  • Other duties as assigned.

Retirement Information

All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
