Pay Range: $31.69 - $40.19 per hour (Engineering Pay Plan, ENG26 Step 1-13)

Hiring Range: $31.69 - $33.63 per hour (Engineering Pay Plan, ENG26 Step 1-4 DOQ)

There is one Engineering Technician IV opening with the Yakima County Roads Department, Survey/Construction Division. This position is responsible for providing and coordinating a broad range of land surveying services for the department of Public Services.

Responsibilities:

Essential Duties:

Coordinates utility relocation for County capital improvement projects with Utility Companies, Project Engineers, and Consultant Engineers by determining the impact to existing utilities based on engineering design, what can be done to facilitate the utility relocation to have the least amount of impact to the proposed construction schedule and design and what services can be provided to assist the utility companies in their relocation.

Operates CAD station utilizing AutoCAD Civil 3-D software to perform advanced level drafting and technical calculations to research, calculate, develop, design and draft right-of-way plans, records of survey, site plans, survey control base maps and topographic delineation worksheets for Public Services and other county design and construction projects. Develops and maintains complex CAD and other databases including quality assurance of surface models, template and other engineering design data for the division. Reviews and coordinates data with in-house customers, consultants, and other agencies via electronic file transfers. Assists the GIS staff to establish and build the Counties GIS system by using and operating ARCVIEW (or equivalent software).

Researches, computes and delineates, by analysis of evidence and documentation found in County Engineer, Auditor, Property Assessment, Right of Way and Washington State Department of Transportation records, the relationships between monumentation and the legal boundaries of county roads, bridges, structures, rights-of-way and other county properties for quality, accuracy, and compliance with County adopted standards, policies, and procedures. Reads and interprets legal descriptions to compute and establish property boundary lines; prepares documentation of final right-of-way deeds.

Operates GPS hardware and software to produce state plane coordinates for horizontal and vertical control of assigned county projects. Establishes, maintains, and recovers survey control monumentation and Public Land Survey System (PLSS) corners, makes and records field observations, and performs computations utilizing Total Stations, data collectors and Global Positioning Systems (GPS) equipment. Performs analysis of control measurements; computes and translates values to horizontal and vertical data and the Washington State Plane Coordinate System. Utilizes Digital Orthographic Photos and imagery to assist in the preparation of topographic maps and exhibits.

Designs, develops, and manages a public works information system to categorize survey control documentation in Yakima County, including the Global Positioning System (GPS) program and electronic data collected in the field that is produced into computer mapping. Develops spreadsheets and data base files for calculation and manipulation of engineering data. Makes recommendations to the Engineering Manager on data collection standards and procedures.

Conducts or coordinates the preparation of studies and preliminary field surveys in preparation for design and construction of public works facilities / design projects such as roadways, bridges, solid waste sites, or drainage improvements.

Responds to inquiries, complaints, and requests for information from other departments, agencies, and the general public, providing information within the scope of authority or refers to appropriate source. Provides technical support to clients and consultants that request design and constructability reviews, surveys and mapping to maintain quality control. Assists in the planning and organizing of complex construction and mapping projects for survey crews that make reconnaissance and preliminary surveys; provides design and staking information for location and design of construction projects and boundary surveys for right-of-way and construction locations as assigned.

Develops and directs preventative maintenance program on instruments, tools, and specialized equipment under use; makes arrangements for vendor services; orders materials and tools; maintain inventory of supplies to support assigned personnel. Other duties as assigned.

Education & Experience:

Associate Degree or two-year technical certificate in Engineering, Surveying or related field AND six (6) years of relevant work experience in area of assignment; OR an equivalent combination of education and experience which provides knowledge, skills and abilities sufficient to successfully perform the essential duties of the job.

Required:

• valid WA State Driver's License and proof of insurance, if requested; and,

• successful completion of a general employment verification.

Preferred:

• Land Surveyor in Training Certification.

Equipment Used: computer, calculator, data collectors, GPS receivers, tape measures, metal locator, hammer, copy/fax/scanner, cameras, radios, cell phones, automobile, computer software program including AutoCAD and other survey related programs.

Working Conditions: This position is rated as Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects or work out in the field.

Environment: exposure to weather, extreme temperatures, travel, multiple work locations, and field work.

Physical Demands: bending, carrying, handling, reaching, sitting, standing, walking, fingering, balancing, climbing, crouching, hearing, talking, and visual acuity.

Intellectual Demands: ability to multitask, confidentiality, ability to work under pressure, ability to articulate and communicate information in conversations, ability to follow written instruction, and ability to follow verbal instruction.

Knowledge:

• knowledge in the use of personal or work station computers, including Microsoft Office, graphics software, AutoCAD software, Civil 3D software and Trimble software;

• knowledge of civil engineering techniques for road construction; horizontal and vertical control standards;

• knowledge of GIS concepts and practices; operation of surveying instruments and Global Positioning Systems;

• knowledge of modern surveying methods, practices and techniques, and other fields as they relate to construction and maintenance of public works facilities; and,

• knowledge of policies and procedures for the county, state and federal levels; quality control procedures.

• ability to make detailed notes on work performed so that it can be retraced at later dates.
