This intermediate level position serves as an inspector/surveyor on roadway and structure projects, supporting engineers in the administration of highway construction. Monitors contractor's daily operations and performs and/or reviews tests reports to ensure that all work and materials conform to specifications, plans and contractual provisions.

Works with other technicians, including Department employees and contract construction inspectors. Resolves daily constructability issues and trouble shoots problems to mitigate delays to contractor's progress.  Monitors utility relocation efforts by providing survey alignment/layout of proposed roadway/structure improvements, daily inspecting, and tracking relocation work.

 Anticipates contractual problems and advises supervisor of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery and/or quality of delivered product.  Monitors contractor's operations to ensure compliance with the specifications, plans, contractual provisions, subcontractor agreements, and the contract DBE requirements.  Ensures compliance with NC Sedimentation and Pollution Control Act, and that all work performed in permitted areas are done in accordance with the permits.

Effectively communicates and coordinates work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing progress of the projects.  Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Experience in conducting independent, moderately complex inspections, with limited supervision.

  • Skill in evaluating and applying engineering judgment to construction plans, contract provisions, and Inspection procedures.

  • Experience in maintaining neat and legible records and reports, including computer/iPad data entry.

  • Experience in sampling and testing of materials to evaluate acceptance.

  • Demonstrated ability to lead co-workers on assigned tasks.

Additional Expectations:

Knowledge and understanding of general concepts, practices, and theories used in construction inspection and surveying.    General knowledge in mathematics and ability to use a calculator to perform basic calculations.

Ability to establish and maintain positive lines of communication between other technicians, engineers, contractors, and the public.  Ability to serve as survey crew member and assist with project stakeout. Should be able to effectively communicate in a clear, concise, organized, and persuasive manner.

 Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, and traversing rough terrain in evaluating highway construction.  Must be able to perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing.  Must be able to lift 50 lbs.

 Must be able to work nights and weekends as required, to any assigned project within the Division.  Must apply safety philosophy and program to all operations.  Safety toe shoes required.

Associate's degree in an applicable area of Engineering Technology, Survey Technology or a related curriculum from an appropriately accredited institution and two (2) years of progressive technician level experience; or an equivalent combination of education and experience.Applicants must meet both the minimum requirements and all posted Knowledge, Skills and Ability requirements to be considered Qualified for the position.
