This technical position is responsible for bridge infrastructure technician work for the Office of Transportation Engineering (OTE) within the Division of Public Works. Supervision is received from the Chief (OTE).

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Perform inspections of bridge and culverts located on public roads throughout the county
Attend meetings for bridge related activities associated with capital improvement projects and provide information about the current condition of the structure
Enter and edit culvert asset elements into Cartegraph
Review GIS data layers and databases for major structures, minor structures, and culverts
Assist or coordinate the permitting process through the MD Department of the Environment, MD State Highway Administration, CSX railroad, other utilities, etc.
Create, develop and review bridge inspection reports
Research historical as-built records and bridge reports and related information
Perform quality control of existing culvert assets elements for accuracy and completeness
Compose and prepare professional correspondence
Provide information to Maryland Department of the Environment, State Highway Administration, other division departments and the public
Prepare exhibits, maps, tables for presentations and reports
Collaborate with Project Managers, GIS staff, other county staff and outside consultants on projects
Make field visits to support projects when needed
Check and monitor supplies, materials and equipment related to inspections
Coordinate with in-house construction inspection staff to resolve questions that arise during construction
Respond to questions from developers, contractors, consulting engineers, surveyors, etc. on the status of projects
Coordinate establishment of new construction operational acceptance with billing and other appropriate agencies
Assist with management of small developer funded projects
Work with other County staff and departments to coordinate various information
Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS
The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
High school graduation or the equivalent
Minimum 2 years work experience in technical review of construction documents associated with civil/site development
Possession of a valid automobile operator's license
NOTE: An Associate's degree or higher in a related engineering field will substitute for the 2 year work experience requirement.; a combination of relevant training, experience, and education may be counted towards the requirements of this position
KNOWLEDGE / SKILLS / ABILITIES:
Ability to maintain County Authorized Driver privileges
Knowledge of civil engineering practices and mathematics
Knowledge of local, State and Federal construction standards and specifications
Ability to read and interpret civil engineering drawings, shop drawings and related technical literature
Ability to demonstrate sound technical judgment in the performance of bridge and culvert inspections
Strong and effective spoken and written (English) communication skills with the ability to effectively create and write technical reports and/or documents
Strong computer skills and knowledge in the use of ArcGIS, spreadsheets, databases, document retention and work processing software
Ability to develop and maintain effective working relationships with co-workers, consultants and the public
PREFERENCE MAY BE GIVEN FOR:
Associate degree or higher in a related field
Completion of FHWA approved Bridge Inspection Training Course
Work experience performing bridge inspections or construction inspections of bridges
ArcGIS, Bentley Structure Asset Management or Cartegraph experience
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
While working in this position, the employee is required to frequently sit and walk; and occasionally drive
While working in this position, the employee is required to frequently work indoors and outdoors; and occasionally walk on uneven ground
ADDITIONAL INFORMATION / EXAMINATION PROCESS
Available to work irregular hours as needed, and available on-call for emergency situations
Ability to provide own transportation as needed for site visits, meetings, etc.
