The City of Georgetown is now accepting applications for the position of Electric Engineering Technician. The purpose of the position is to assist in planning and design, development and implementation of construction, renovation and installation projects on the City's electric distribution system; to participate in the operation and maintenance of the City's electric distribution system by performing semi-professional, administrative and coordination work as required.

This position assists with research and formulation of long-range goals for the organization, development of policy, position papers, work methods, and sequences under general supervision. Reports to Director of Electric Utility.

ESSENTIAL JOB FUNCTIONS

Participates and assists in all activities and operations of the Electric Utility Department as assigned, ensuring compliance with all applicable laws, regulations, policies, procedures and standards of safety.

Meets with customers and contractors and evaluates field conditions to determine needs for new services or for service upgrades. Ensures customer/contractor compliance with Department service policies prior to Department construction activities.

Prepares works orders for line crew related to new services, service upgrades, system upgrades, system maintenance and system expansion. Submits work orders to Director of Electric Utility for approval.

Prepares project drawings showing dimensions, locations, equipment/facilities to be removed or installed, any tree work required, and specific instructions for field personnel. Drawings are submitted to the Director of Electric Utility for approval.

Coordinates and participates in crew training and development activities as assigned.

Provides direct assistance to the Director of Electric Utility in matters pertaining to areas of responsibility and special projects as assigned.

Provides engineering and line construction expertise in the planning, design and project management of the construction, renovation and installation of City's electric distribution system.

Inspects the construction and daily operation of City's electric distribution system. Responsible for storage and maintenance of all as built information on projects.to include comprehensive electric system GIS maps. Is familiar with GIS applications in regard to updating and changing maps

Inspects equipment for proper and safe working conditions.

Develops and designs various solutions to engineering problems; seeks alternatives to designs and submits plans to the Director of Electric Utility for approval.

Assists in the developing of departmental budgets for approved projects along with Capital Improvement Program, and closely monitors expenditures to ensure that each project remains within initial proposed budget, to include estimates related to equipment purchases.

Assists with the preparation of contract documents and specifications and the bidding process for all departmental projects.

Develops surveys, scopes of work, estimates, plans and specifications; acquires easements, encroachments, and permits as required; requisitions project materials and equipment as needed.

Research easements, rights-of-way and property ownership as necessary.

Inspects all construction work in progress and at completion for compliance with established policies, procedures, regulations, codes, contracts, and standards of quality and safety.

Coordinates projects with local, state and federal agencies, as well as other City and county departments, contractors, developers, engineers, land surveyors, architects, attorneys, environmental agencies / special interest groups, and other parties as necessary. Reviews engineered drawings for City projects and makes revisions as necessary.

Represents the department and City at various meetings as required; serves on committees, boards and task forces as appropriate.

Receives and responds to inquiries, concerns, complaints and requests for assistance related to electric service.

Performs general administrative work as required, including conducting and attending meetings, preparing reports and correspondence, reviewing mail and literature, etc.

Attends professional conferences, meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills.

Locates and marks underground electric facilities according to applicable laws and regulations to make their presence known to others prior to excavation.

Coordinates the work of contractors and ensures that their work is performed according to City policies, procedures and safety rules. Provides assistance to ensure that contractors are working under proper protection clearances.

Troubleshoots equipment of varying nature as needed. This equipment could be line equipment, substation equipment, electronic control or monitoring equipment, or SCADA equipment.

If qualified line technician experience allows, may be placed in the on-call rotation to take after-hours calls for outages, service issues and troubleshooting (requires CDL). May also be required to perform line technician troubleshooting duties after a major storm.

Will be required to work overtime during major storms or events

Applies knowledge of electrical theory and line construction to all related tasks.

Performs other duties and functions as assigned.

ESSENTIAL SAFETY FUNCTIONS:

It is the responsibility of each employee to comply with established policies, procedures and safe work practices. Each employee must follow safety training and instructions provided by their supervisor.

Each employee must also properly wear and maintain all personal protective equipment required for their job. Finally, each employee must immediately report any unsafe work practices or unsafe conditions as well as any on-the-job injuries or illnesses.

MINIMUM TRAINING AND EXPERIENCE

Requires associate's degree, vocational technical degree, or education and training equivalent to two years of college education in electrical engineering or closely related field. Requires one year of experience in the electric distribution field or education and experience equivalent.

In some cases, the requirement for an associate's degree will be waived if long-term experience and knowledge of line work can be demonstrated.

Must possess a valid state driver's license. A CDL is required if in the after-hours call rotation.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

Must be physically able to operate a variety of heavy machines and equipment. Must be able to exert force to push, stoop, lift, reach, pull, kneel, carry, or otherwise move objects.

Work involves walking and standing for periods of time. Must be able to lift/carry weights of up to 100 pounds. Must be comfortable working within confined spaces for short periods of time.
