The selectee for this position will serve as a Engineering Technician as part of regional command inNAVAL FACILITIES ENG COMMAND ATLANTIC.

This is a full-time, temporary assignment Not To Exceed (NTE) 1 year. This assignment may be extended up to 2 years at the discretion of management and in accordance with applicable regulation. This position may be filled as a Temporary Promotion or Temporary Reassignment.

This position is a 100% TDY position at Camp Lemonnier, Djibouti, Africa.

Responsibilities

  • Test materials and substances to identify or establish conformance to specification requirements.

  • Monitor contractor performance to determine if the percentage of work performed corresponds to the percentage of funds expended.

  • Research solutions for construction issues to establish alternative proposals for designer consideration.

  • Investigate alleged field conditions requiring changes in original plans and specifications, faulty construction or defective materials torecommend contract modifications to contracting officer.

  • Review deficiency reports for errors and underlining causes following up with correcting problems.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Must be willing and able to travel on military and commercial aircraft for extended periods of time.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. This position has been identified as a Career Field Engineering at Level II.

  • Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

  • This position is a 100% TDY position to Camp Lemonnier, Djibouti, South Africa.

Specialized experience must demonstrate the following: 1) Provides construction reviews of plans and specifications for technical soundness and practicability; 2) Utilizes construction project scheduling knowledge and expertise to track progress of projects; 3) Prepares technical analysis, cost estimates, and reviews engineering designs for proposed changes; 4) Ensures contractors' compliance with safety and environmental requirements. Electronic C.12.7 ENGINEERING TECHNICIAN IV (Key Labor Category): The Engineering Technician IV shall be able to demonstrate the following minimum experience: (a) SPECIALIZED EXPERIENCE: Three years full time engineering experience in the operation, maintenance, installation, test and/or repair of submarine electronic systems/equipment. Experience in evaluating the material condition of ship systems and implementing corrective action; and (b) GENERAL EXPERIENCE: Five years full-time technical experience in the design, installation, test, and/or repaiof r electroni systems/equipments. Mechanical C.12.7 ENGINEERING TECHNICIAN IV (Key Labor Category): The Engineering Technician IV shall be able to demonstrate the following minimum experience: (a) SPECIALIZED EXPERIENCE: Three years full time engineering experience in the operation, maintenance, installation, test and/or repair of submarine mechanical and or electrical systems/equipment. Experience in evaluating the material condition of ship systems and implementing corrective action; and (b) GENERAL EXPERIENCE: Five years full-time technical experience in the design, installation, test, and/or repair of mechanical/electrical systems/equipments. * Duties* Provide technical, assessment, and modernization support for SubLAN systems as directed. These efforts include, but are not limited to: 1) Provide for administration support, guidance, system onboard training, and monitoring of SubLAN systems. 2) Provide on-site support for SubLAN systems. This support should also include limited non-SubLAN client support and non-SubLAN laptops/workstations. Mentor and provide instruction and training to fleet LAN administrators in SubLAN maintenance and administration procedures (system backups, switch configurations, software configurations, etc). Conduct periodic assessments of submarine crew LAN administration capabilities and establish and provide ongoing periodic training to submarine crews. Performs appropriate engineering computations, measurements, and analyses in support of technical activities. Performs technical aspects of project work either independently or jointly with engineers. Acquires and reviews technical data from appropriate documentation (e.g., technical manuals and internal and external reports), automated files, and other internal or external staff. Reviews and interprets many complex sources of equipment characteristics data and performs analysis or manipulation to satisfy the project or database activity needs. Designs and develops engineering sketches, drawings, graphs, slides, and charts for preliminary or final reports or briefings. Assists in the training of less experienced staff. Prepares written inputs to major reports documenting an engineering analysis and authors or co-authors reports, as required. Verbally presents information at project review sessions and in informal interface with customers. Complies with security procedures in the performance of duties. A security clearance of an appropriate level may be required after employment.
