The selectee for this position will serve as a Engineering Technician as part of regional command inNAVAL FACILITIES ENG COMMAND ATLANTIC.

This is a full-time, temporary assignment Not To Exceed (NTE) 1 year. This assignment may be extended up to 2 years at the discretion of management and in accordance with applicable regulation. This position may be filled as a Temporary Promotion or Temporary Reassignment.

This position is a 100% TDY position at Camp Lemonnier, Djibouti, Africa.

Responsibilities

  • Test materials and substances to identify or establish conformance to specification requirements.

  • Monitor contractor performance to determine if the percentage of work performed corresponds to the percentage of funds expended.

  • Research solutions for construction issues to establish alternative proposals for designer consideration.

  • Investigate alleged field conditions requiring changes in original plans and specifications, faulty construction or defective materials torecommend contract modifications to contracting officer.

  • Review deficiency reports for errors and underlining causes following up with correcting problems.

  • Must participate in the direct deposit pay program.

  • Must be able to obtain an interim and/or final secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position.

  • Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Must be willing and able to travel on military and commercial aircraft for extended periods of time.

  • Selectee must obtain and maintain a current valid United States driver's license.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. This position has been identified as a Career Field Engineering at Level II.

  • Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

  • This position is a 100% TDY position to Camp Lemonnier, Djibouti, South Africa.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provides construction reviews of plans and specifications for technical soundness and practicability; 2) Utilizes construction project scheduling knowledge and expertise to track progress of projects; 3) Prepares technical analysis, cost estimates, and reviews engineering designs for proposed changes; 4) Ensures contractors' compliance with safety and environmental requirements. VIEW JOBS 12/1/2018 12:00:00 AM 2019-03-01T00:00 Job Description: Summary The Defense & Intelligence Group with Leidos has an opening for an Engineering Technician II supporting our NATSC contract in Newport Rhode Island. Responsibilities: The successful candidates will be repair/production technicians on towed array repair lines of the Navy Array Technical Support Center (NATSC) at the Naval Undersea Warfare Center, Division Newport. Technicians assigned to specific array product lines or the Hose & Tow Cable Fabrication Shop and will either evaluate and troubleshoot failed module assemblies to the component level and perform repairs, manufacture array module hose assemblies and/or tow cables in accordance with formal work instructions, using conformed materials, and with high standards of quality. They will work with, mentor, and assist with the training of junior technicians. Performs standardized or prescribed assignments, involving a sequence of related operations. Follows standard work methods on recurring assignments but receives explicit instructions on unfamiliar assignments; technical adequacy of routine work is reviewed on completion; non routine work may also be reviewed in process. Performs at this level one or a combination of such typical duties as: Following specific instructions, assembles or constructs simple or standard equipment or parts; may service or repair simple instruments or equipment. Conducts a variety of tests using established methods. Prepares test specimens, adjusts and operates equipment, and records test data, pointing out deviations resulting from equipment malfunction or observational errors. Extracts engineering data from various prescribed but non standardized sources; processes the data following well-defined methods including elementary algebra and geometry; presents the data in prescribed form. Qualifications: High school/vocational school diploma or GED certificate and 6 months' work related experience in electrical/electronic systems. * Experience performing electronic repairs at the component level using copper and/or fiber optic signal path repair procedures/techniques to documented quality standards using formal work procedures OR, experience manufacturing using CNC machining and mechanical swaging equipment, OR preparation and termination of armored cables with electrical and/or fiber optic conductors using formal work procedures and in accordance with documented quality standards. * Ability to obtain and maintain a DOD secret level clearance. Must have a minimum of a DOD Interim Secret level clearance to start in this position. Preferred Qualifications: * Documented completion of soldering and/or fiber-optic termination/connectorization certification/training. * Operational knowledge and experience with industrial equipment including, but not limited to, that of the type used with module hosing/dehosing, pressure, tension, and handling testing, and automated/semi-automated electronic test equipment; measuring/grinding of hose material, mechanical swaging, cable connector molding and pressure testing, as appropriate to the shop/product line assigned.
