The selectee for this position will serve as a Engineering Technician as part of regional command inNAVAL FACILITIES ENG COMMAND ATLANTIC.

This is a full-time, temporary assignment Not To Exceed (NTE) 1 year. This assignment may be extended up to 2 years at the discretion of management and in accordance with applicable regulation. This position may be filled as a Temporary Promotion or Temporary Reassignment.

This position is a 100% TDY position at Camp Lemonnier, Djibouti, Africa.

Responsibilities

  • Test materials and substances to identify or establish conformance to specification requirements.

  • Monitor contractor performance to determine if the percentage of work performed corresponds to the percentage of funds expended.

  • Research solutions for construction issues to establish alternative proposals for designer consideration.

  • Investigate alleged field conditions requiring changes in original plans and specifications, faulty construction or defective materials torecommend contract modifications to contracting officer.

  • Review deficiency reports for errors and underlining causes following up with correcting problems.

  • Must be a US Citizen.

  • Males must be registered or exempt from Selective Service. www.sss.gov

  • Must be determined suitable for federal employment.

  • Must participate in the direct deposit pay program.

  • Must be able to obtain an interim and/or final secret security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position.

  • Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. Must be willing and able to travel on military and commercial aircraft for extended periods of time.

  • Selectee must obtain and maintain a current valid United States driver's license.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. This position has been identified as a Career Field Engineering at Level II.

  • Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

  • This position is a 100% TDY position to Camp Lemonnier, Djibouti, South Africa.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provides construction reviews of plans and specifications for technical soundness and practicability; 2) Utilizes construction project scheduling knowledge and expertise to track progress of projects; 3) Prepares technical analysis, cost estimates, and reviews engineering designs for proposed changes; 4) Ensures contractors' compliance with safety and environmental requirements. Physical Requirements This is a physical job, so you should have the strength and flexibility to: * Move over all types of terrain in all kinds of weather while carrying tools and equipment * Operate weight-bearing equipment, such as gaffs, safety harnesses, extension ladders (that can weigh up to 90 pounds and extend 32 feet), and carry fully loaded tool belts. Technical Requirements Additional minimum requirement skills and abilities include: * Using handheld devices and operate computer or test equipment (for example, signal level meters, ohm meters, handheld applications etc.), including a personal computer and software * Familiarity with computer operating systems and a variety of consumer communications devices (e.g., smartphones, routers, modems, converters, and wireless devices) * A valid driver's license with satisfactory driving record within company-required standards. Travel to and from assigned territories and company facilities, including during bad weather, is essential.
