This position is located in the Facilities Engineering unit and is responsible for providing technical support to the various engineering projects (i.e., roof replacement, underground utilities, heating and air-conditioning, boilers, road work, fencing, plumbing, etc.) and in managing assigned construction projects.
Major Duties may include, but are not limited to:
Serves as a technical resource for personnel when addressing maintenance problems, following up on warranty issues, and investigating construction of the facilities.
Develops solutions and makes recommendations for project changes to accommodate unexpected problems and investigates, as required, to provide information to management, project designers, or CO regarding changes.
Manages details such as color and equipment selections with scientific staff.
Plans, develops approaches, designs/illustrates, and coordinates implementation of in-house and locally procured construction projects, including developing preliminary plans and construction budgets. Efforts include researching the problems, making field measurements, interviewing scientific, animal care, and maintenance support staff, preparing alternatives and reviewing with program staff as appropriate before completing the design
Reviews contractor's cost proposals and makes recommendations regarding fair and reasonable costs.
Occasional travel - Occasional travel may be required for training purposes.

This position requires the selectee to undergo a Special Agreement Check (SAC), Security Risk Assessment (SRA), and a full background investigation (Moderate Risk/Public Trust Minimum Background Investigation (MBI)). Any offer made is considered a tentative job offer pending the outcome of the SAC. Retention in the position is contingent on a favorable SRA and full background investigation (MBI). The incumbent will be subject to periodic reinvestigations.

Qualifying experience for GS-10 includes one year of specialized experience comparable to GS-09, which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting in the management of construction and maintenance of facilities by providing technical engineering support during the planning and design of construction projects; and using automated design software to interpret facility designs and drawings
At the GS-11:
Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-10, which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience managing the construction and maintenance of facilities by providing technical engineering support during the planning and design of construction projects; using design software to read and interpret facility designs and drawings; preparing cost estimates and performing construction inspections.
