Responsibilities

The Engineering Technician provides engineering assistance working with landowners, groups, and units of government to apply and maintain a variety of conservation practices in their area of assigned responsibility. This is a developmental position with a full performance level of GS-9. Duties include, but are not limited to:

  • Make site evaluations to assess the need for engineering measures and makes or recommends a preliminary selection of appropriate measure alternatives. This includes obtaining management information necessary for designing treatment practices; preparing sketches and photographs needed for performing the design; and documenting decisions and alternatives.

  • Determine the type, scope, and intensity of field investigations and surveys needed; processes and plots data related to engineering practices; and ensure that procedures and products conform to current service policy and standards.

  • Assist with designs, engineering practices and structures involved in a variety of conservation programs; assemble complete package of drawings and specifications for jobs; and prepare drawings using computer aided design and drafting (CADD) and manual methods.

  • Inspect work under construction and maintains construction inspection records according to current policy.

Qualifications

All applicants must meet all qualification requirements such as the specialized experience requirement(s) and/or the education requirement(s) listed below by the closing date of this vacancy announcement.

Specialized Experience Requirement:

To qualify for the GS-5 level, you must possess at least one year of specialized experience, equivalent to the Federal GS-4 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience includes knowledge of basic standard engineering principles, methods and practices sufficient to perform the duties of this position.

Examples of such specialized work experience includes: The testing, computation, and graphing of test data such as soils analysis, aggregates and PH specimens; preparing various samples and chemicals used for testing; performing mathematical computation and mechanical analysis of test data; adjusting, operating, sterilizing and maintaining test equipment; and determining the cause(s) of deviation in test data (e.g. observational errors, equipment malfunctions, etc.).

Substitution of Education for Specialized Experience:

Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics; OR

A combination of education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

To qualify for the GS-6 level, you must possess at least one year of specialized experience, equivalent to the Federal GS-5 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience include designing, installing and maintaining a variety of routine engineering conservation measures in public and privately owned land including farms, parks, shoreline, dams and reservoir areas, forests, and/or wildlife habitats.

Substitution of Education for Specialized Experience:

Successful completion of one half year of graduate education in a discipline such as engineering, construction, or industrial technology; OR

A combination of education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

To qualify for the GS-7 level, you must possess at least one year of specialized experience, equivalent to the Federal GS-6 level or higher, that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position, specialized experience includes performing a variety of assignments with direction from the engineer in charge or a senior technician including: performing material testing; compiling, computing, plotting, and checking a variety of data for projects that demonstrates knowledge in engineering surveying and investigation, and design practices and structures; and using CADD to prepare sketches, drawings, diagrams and charts for excavation, embankment, structures, triangulation, profiles and traverses, etc., assisting field engineering staff in staking out work.

Substitution of Education for Specialized Experience:

Successful completion of one full year of graduate education in a discipline such as engineering, construction, or industrial technology; OR

A combination of education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

The individual should be competent in the use of all applicable test equipment and tools required in the performance of duties. The BMET III serves as an advisor to administrative, medical, and clinical staff in the safe use and proper operation of clinical equipment and in developing specifications for the selection of new equipment. This position also contributes to department improvement and development by mentoring other associates. Responsibilities Technical Service (40%) * Perform performance assurance (PA) inspections, scheduled maintenance, electrical safety inspections (ESI), and operation verification procedures (OVP) on highly complex and intricate biomedical equipment and systems * Repair, install, and calibrate highly complex and intricate biomedical equipment and systems * Inform supervisors of the status of repairs, scheduled inspections, unusual equipment situations, and any customer concerns * Work with, direct, and document the activities of subcontractors, vendors, and outside service technicians to ensure proper service delivery * Maintain biomedical expertise through ongoing training and education * Lead Service Operations Special Projects as assigned.
