Duties
Duties include, but are not limited to:
Perform work of a broad scope and complexity in practices related to scientific and engineering fields and has demonstrated the ability to interpret, select, adapt and apply many guidelines, precedents and engineering principles and practices.
Duties include construction quality assurance and contract administration activities to assigned construction projects.
Serves as Contracting Officer's Representative (COR) for construction projects.
Inspects competitively bid construction and maintenance and repair projects to insure compliance with drawings and specification.
Attends and actively participates in pre-bid and pre-construction conferences.
Reviews shop drawings and submittals from contractors during constructions of new structures or renovation of existing structures for compliance with contract drawings and specifications.
Prepares independent government estimates for the value of any required construction change.
Coordinates construction phasing, outages, schedule and infection control measures to assure compliance with contract documents and to assure minimum interruption to continuous medical center operations.
Assists consulting architects and engineers with design of competitively bid construction and maintenance and repair work
Analyzes whether physical obstructions or other construction difficulties have been anticipated.
Maintains record drawings of all station structures and grounds utilizing AutoCAD programs.
Leads or attends as an active member of the Construction Safety Rounds weekly reviewing all active projects for safety issues.
Services in the absence of the Chief, projects section at various project meetings and management activities.
Perform other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Physical Requirements: The work requires long periods of sitting in one position, climbing up ladders and crawling under buildings and sometimes being exposed to the elements.
