The primary purpose of this position is to serve as an engineering technician in the Requirements and Optimization Element. The function of the flight is to prepare technical data, studies, and evaluation of facilities and systems in support of installation mission requirements and civil engineering plans and programs. Serves as primary construction manager for all Base Operations and Maintenance projects.
Provides total support for project engineers in broad area of project planning, design and construction.
Reviews/inspects/manages all major fields of Civil Engineering construction work.
Interprets plans and effects modification to designs using Auto/CAD.
Prepares plans, specifications, statements of work and cost estimates for applicable base construction projects.

Minimum Qualification Requirement:
A. At least one year of specialized experience equivalent to the GS-08 grade level managing construction for operations and maintenance projects; performing site inspections to ensure construction complies with contract requirements; modifying design plans using Auto CAD software; and completing contract modifications to include cost estimates and statements of work. Or,
B. Completed a Master's Degree or 2 full years of progressively higher level graduate education leading to such a degree in a field directly related to the work of this position. Or,
C. Have an equivalent combination of the specialized experience described in A and the graduate level education described in B. To determine whether you qualify under this criteria, first divide the number of qualifying months of specialized experience by 12, then divide the number of your semester hours of graduate level education beyond 1 year (18 semester hours or equivalent) by 18. Finally, add the two percentages. The total must equal at least 100 percent to qualify under this option.
