The Site Development Division of the Community Development Department (CDD) is seeking an Engineering Technician 3 to perform construction inspection, as well as work in plan reviewing and permit processes.

This position will work closely with external customers (developers, engineers, contractors), partner agencies (Washington County, Oregon Department of Transportation, Clean Water Services), as well as City staff in engineering, Public Works Operations and the Planning and Building divisions.

The focus of this position is to provide field inspection during construction activities to ensure that infrastructure and private development projects are being built in accordance with approved plans, the City of Beaverton's Engineering Design Manual, and applicable city codes and standards.

This is a full-time, non-exempt, SEIU-classified position There is one vacancy. This position is not eligible for hybrid work.

  • Read and interpret construction plans in conjunction with actual construction. Interpret product listings and installation requirements.

  • Inspect and monitor construction of infrastructure improvements on publicly/privately funded projects to ensure compliance with approved plans and construction standards.

  • Enter inspection results and attach photos and inspection records in the electronic permitting system.

  • Write and maintain daily inspection reports. Maintain and file accurate inspection records, plans, reports, and record drawings.

  • Issue and release stop work orders.

  • Facilitate and coordinate the inspection of ADA curb ramps with the Engineering Inspector and Engineer of Record. Inspect and verify ADA curb ramps construction for compliance. Submit and enter ADA curb ramps information and certificates in Cityworks software.

  • Facilitate and coordinate the construction and field changes through the revision review and approval process.

  • Review record drawings for engineering level accuracy and reliability of applicable utility asset mapping layers for historic and newly constructed as built information.

  • Collect and submit AutoCAD and pdf files of the final record drawings to GIS team for record retention and city information.

  • Facilitate and coordinate with Operations on Operations inspection and project acceptance walk-through.  Use Cityworks for Operations inspections and project acceptance walk-through requests.

  • Facilitate and coordinate the acceptance of projects, including coordination of final project punch lists and bond releases with internal and external stakeholders.

  • Track, monitor, inspect projects through the performance and maintenance periods.

  • Provide technical assistance to city staff and public including interpreting city code and ordinances, 

  • Coordinate with plan reviewing group on providing construction perspective and insights on the final review of site development plan prior to permit issuance.

  • Perform plan review on site development permits, public improvement associated with building permit. Process and issue site development permit utilizing the electronic permitting system.

  • Review construction cost estimates.

  • Conduct research and resolve project issues.

  • Conduct field observation to assist the determination of right-of-way and location of topographical data, existing infrastructure, utilities, and other ground surface features.

  • Assist with the review and update of the standard details and engineering standards.

Minimum qualifications:

  • Associate's degree in civil engineering technology or a related field and three years' experience in engineering inspection; or

  • High school diploma or GED and five years' experience in engineering inspection; or

  • An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.

Licensing and special requirements

  • Valid driver's license and ability to meet the city's driving standards

  • Ability to pass reference checks and education verification, and satisfy the requirements of a background check.

  • Ability to satisfy the requirements of a pre-employment drug screen.

Within one year of hire, the successful candidate must have:

  • Oregon Department of Transportation (ODOT) General Construction Inspector certification

  • ODOT Americans with Disabilities Act curb ramp certification

  • Oregon Certified Erosion and Sediment Control Lead (CESCL) certification

  • ODOT Asphalt Concrete Pavement inspector certification

Starting rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position within the posted wage range.
