Job Summary

This position will be filled at either the Engineering Technical Specialist I/ II/ III or Engineer I/ II/ III level. The primary office is flexible within the Central Virginia Region (Richmond, Williamsburg, Charlottesville, Fredericksburg, VA) Candidates hired at the Engineer Tech II/ III or Engineer II/ III are expected to handle more complex activities and will serve as a mentor to others.

This role is responsible for the installation, commissioning, maintenance, troubleshooting, and corrective activities on electric distribution protective devices and equipment outside of the substation fence (reclosers, sectionalizers, switches and other devices), the associated control and automation circuits, and data communications equipment (fiber optic, cellular modem, landline, etc.) within Dominion Energy's distribution system. This role requires regular field visits and provides coverage for all automated distribution equipment in Dominion Energy's service territory.

Installation and commissioning activities include the review of engineering designs for protection and automation schemes, control application drawings, logic diagrams, protection set points, and SCADA data communication interfaces. This role assists local operations/construction and distribution engineers in the setting of protective and automation controls and the functional testing of primary and secondary protective equipment to ensure installation per Dominion Energy and/or manufacturer's design and standard. This role assists distribution engineers and others in developing in-service verification and final commissioning procedures on new company and customer protection and automation schemes and equipment interface controls, including DG (Distributed Generation) sights.

Maintenance activities include routine calibration and functional testing of microprocessor-controlled devices, and other distribution line protective device equipment and their associated control systems. These maintenance activities require a comprehensive knowledge of the protection and automation schemes and associated data communication equipment interfaces necessary to provide the Regional Operations Centers with critical protective equipment Supervisory Control and Data Acquisition (SCADA) telemetry.

  • Troubleshoot intelligent electronic devices (IED), automated control systems, instrument transformers, recloser units, by providing consultation, inspection, programming, testing, and recommendations.

  • Provide support during design consultation, installation, commissioning, maintenance, troubleshooting, and corrective activities for electric distribution connected Distributed Energy Resources (DER).

  • Ensure IEEE Std. 1547, UL1741, IEEE 519, and NESC requirements are withheld as well as other regulatory and compliance related projects, initiatives, and activities.

  • Train, support, and provide direction to peers and co-workers.

  • Provide sequence of events support for operational issues and customer inquiries.

  • Maintain distribution control diagram files, control test records, test procedures, methods, and service advisories.

  • Support the troubleshooting of DER connections causing harmonic, flicker, and/or resonance issues.

  • Participate in designing, implementing, and troubleshooting network systems associated with control systems, including cellular, T1, Ethernet, fiber, 4-wire analog, and serial radios.

  • Lead the development and/or analysis of protective relay settings, automation control schemes, fault events, communication events, etc.

  • Support technical teams in the establishment of technical requirements that represent a global approach to the standardization of engineering and design requirements.

  • Investigate technologies that will improve operations and performance, and technologies that will assist in providing control system maintenance information and analysis.

  • Participate in afterhours emergency storm restoration and other operational activities.

  • Perform other duties as requested or assigned.

Job responsibilities may require extended hours and extended travel to the furthest reaches of Dominion Energy's service territory. Some instances may require overnight travel. All tasks must be performed with the highest emphasis on safety, reliability, and customer service.

Required Knowledge, Skills, Abilities & Experience

Engineering Technical Specialist Series (I, II, III)

  • Engineer Technical Specialist I: 0-2+ years of relevant experience

  • Engineer Technical Specialist II: 2+ years of relevant experience

  • Engineer Technical Specialist III: 5+ years of relevant experience

Engineering Series (I, II, III) (See Engineering requirements below; Requires engineering degree)

  • Engineer I: 0-2+ years of relevant engineering experience

  • Engineer II: 3+ years of relevant engineering experience

  • Engineer III: 5+ years of relevant engineering experience

Knowledge, Skills, Abilities, & Experience for all roles:

  • Knowledge of the electric transmission system.

  • Proficient using personal and mainframe computer systems.

  • Comprehensive knowledge of electricity fundamentals and protective device coordination.

  • Comprehensive knowledge of microprocessor-based protection technology, including logic diagrams, communication interfaces, and fiber optic networks.

  • Ability to understand and test complex protective relay control/automation schemes and remote terminal units.

  • Ability to adapt to emerging priorities and consistent change.

  • Ability to perform in high-pressure situations with tight deadlines.

  • Preferred knowledge of SCADA data communication equipment interfaces.

  • Preferred knowledge in: DNP3.0, IEC61850, IEC 61131-3, MODBUS, Fiber Optics - Testing & Implementation, Omicron/Doble Testing, and Aspen Oneliner/Synergi Electric.

  • Ability to work independently and in a team environment.

  • Effective oral and written communication.

  • Self-starter and self-motivated.

  • Effective planner, organizer, leader, decision maker, and multi-tasker.

  • Ability to think analytically and solve complex problems.

  • Ability to lift and carry heavy equipment and tools.

  • Must be able to meet North American Electric Reliability Corporation (NERC) qualifications requirements.

  • Preferred: Previous utility experience

  • Ability to safely operate a company vehicle in:

  • High volume, congested traffic.

  • For long distances to outer limits of coverage area

  • Across rural secondary roads.

  • In inclement weather.

  • Across off-road terrain.

In order to be a titled Engineering Technical Specialist, you must meet one of the following criteria:

  • 4-year Engineering Technology degree or 4-year degree in Engineering (not ABET-accredited); or

  • 4-year degree in Physics, Math, Chemistry, Biology, Computer Engineering or other technical related discipline; or

  • 4-year non-technical degree and post-graduate degree in Engineering Technology or Engineering (not ABET-accredited); or

  • Equivalent combination of education and relevant experience may be accepted in lieu of preferred degree

Preferred: Bachelors Degree.

Disciplines Preferred:

Electromechanical Technology

Electronics Technology

Other disciplines may be substituted for the preferred discipline(s) listed above.

REQUIRED ENGINEERING CRITERIA:

For placement of a candidate in the Engineer job series, the following criteria must be met:

  • Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or

  • Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or

  • Possess a 4-year engineering degree from a non-ABET accredited program and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or

  • Possess a 4-year degree in Physics, Chemistry, Math or Engineering Technology and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or

  • Holds or has previously held a valid U.S. Professional Engineer license. Bachelor of Science in Engineering degree (Electrical with power systems concentration preferred)
