General Statement of Duties
Performs technical and paraprofessional engineering work to monitor construction, conduct inspections, collect field data, review and interpret construction plans, prepare cost estimates, Auto-Cad drafting, GIS data entry/analysis and a variety of other engineering related duties; performs related work as required.
Classification Summary
The principal function of an employee in this class is to perform technical engineering duties including monitoring construction, site inspections, plan and permit reviews, updating city maps and records, producing engineering drawings and specifications, and assisting in collection and interpretation of field data. This is a general civil engineering position requiring strong inspection, drafting and plan review skills. Work involves the use of engineering techniques to interpret designs and applicable regulations. The work is performed under the direct supervision of the City Engineer or assigned supervisor, with considerable latitude granted for the exercise of independent judgment and initiative. The principal duties of this class are performed in an office and field environment.

Essential Duties and Responsibilities
Conducts construction site monitoring and inspections for compliance with state, city, and other applicable specifications and standards;
Acts as liaison between contractors, consulting engineers and city engineering staff;
Performs construction management duties;
Performs construction cost estimating;
Maintains and updates city maps;
Provides Prepares engineering and related drawings, diagrams, and maps;
Performs collection of field data and traffic counts to support and studies, as directed;
Performs pre-construction plan and building permit reviews;
Coordinates and represents the City at pre-construction meetings;
Maintains the automated engineering systems, maps, and databases;
Coordinates with other City Divisions on project construction status
Responds to public inquiries, comments, and concerns;
Performs all work duties and activities in accordance with City policies, procedures, and safety practices.

Knowledge of:
Knowledge of:
Current civil engineering technology, methods, principles and practices;
Current construction methods, materials, and inspection practices;
Computer-assisted engineering design (Auto-Cad-Civil 3D) and GIS (ESRI) systems;
Surveying;
Design and construction practices of public works systems;
Interpersonal communication skills;
Political, legal, and governmental processes affecting various engineering programs and project management;
City ordinances, engineering and construction standards, and applicable building codes
Federal (OSHA) regulations and City policies regarding safe work practices.
Ability to:
Follow written and oral instructions;
Operate Auto-Cad (Civil 3D) to coordinate data with GIS systems, prepare designs, update and maintain maps;
Proficient in the preparation and analysis of spread sheets, including charts and graphs;
Communicate effectively verbally and in writing;
Read and interpret engineering plans, diagrams, blueprints construction drawings, and specifications;
Establish and maintain effective working relationships with elected officials, state agencies, local governments, contractors, owners, representatives, co-workers, and the public, under sometimes stressful conditions;
Analyze problems and recommend solutions;
Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Operate standard office equipment including a personal computer and program applications appropriate to assigned duties;
Operate a variety of computerized engineering and surveying equipment and mapping and drafting systems.
Operate a motor vehicle.
Acceptable Experience and Training
High school diploma or GED equivalency; and
Two (2) years of specialized training in engineering science or public works technology methods and practices through an associate degree program preferred or equivalent technical college, professional workshops or and university studies; and
Two (2) years of computer aided design (CAD) experience; and
Four (4) year of experience performing engineering technician or construction inspection duties; or
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
