General Description

Under the direction of the Inspection Section Head and Regional Project Manager, the Construction Inspector (CI) is responsible for the inspection of assigned statewide capital construction and repair projects to ensure compliance with the plans, specifications, and applicable codes. Responsible for reviewing plans and specifications for errors and potential problem areas prior to posting for bid. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.

Qualification Guidelines

MINIMUM QUALIFICATIONS:

Education:

  • Graduation from High School or GED.

Experience:

  • One year experience as a Texas Parks & Wildlife Engineering Specialist III OR;

  • Ten years of progressively responsible experience;

  • Five years experience as a Superintendent or Inspector of multi-disciplinary projects;

NOTE: Experience may have occurred concurrently.

Licensure:

  • If driving is required, applicant must possess a valid State of Texas Class "C" driver's license;

  • Must possess one of the following: State of Texas Master Electrician license, State of Texas Master Plumber license, State of Texas Master HVAC license, International Code Council (ICC) Professional Inspector Certifications in any of the following areas: Commercial or Residential Building Inspector, Commercial or Residential Electrical Inspector, Commercial or Residential Plumbing Inspector, Commercial or Residential Mechanical Inspector.

NOTE: Retention of position contingent upon obtaining and maintaining required licenses.

PREFERRED QUALIFICATIONS:

Experience:

  • Two additional years of progressively responsible experience in the construction field.

Licensure:

  • International Code Council (ICC) certifications.

Knowledge, Skills and Abilities

  • Knowledge of construction techniques and materials;

  • Knowledge of construction safety laws and requirements;

  • Knowledge of state and federal laws and regulations relevant to construction practices;

  • Knowledge of International Building Codes, International Plumbing Code, International Mechanical Code, International Fire Code, International Energy Code, and National Electrical Code;

  • Knowledge of electrical, mechanical, plumbing and water/wastewater systems;

  • Skill in using MS Word, Excel and Outlook;

  • Skill in effective verbal and written communication;

  • Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;

  • Skill in planning assigning and/or supervising the work of others;

  • Skill in making independent, sound and timely decisions;

  • Ability to read and interpret construction plans and specifications;

  • Ability to anticipate potential problem areas In order to minimize the impact to construction schedules and/or to minimize additional cost to the Department;

  • Ability to train less tenured Engineering Specialists;

  • Ability to provide guidance and technical consultation to less tenured Engineering Specialists;

  • Ability to apply engineering concepts to assigned projects;

  • Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.;

  • Ability to conduct work activities in accordance with TPWD safety program.

Additional Information

WORKING CONDITIONS:

  • Required to work from 8:00 a.m. to 5:00 p.m. Monday through Friday;

  • Required to work overtime as necessary;

  • Required to perform manual labor including lifting supplies and materials up to 50 lbs.;

  • Required to operate a State vehicle;

  • Required to travel 65% with possible overnight stays;

  • Non-smoking environment in State buildings and vehicles.

Work requires application of engineering principles. Responsibilities * Inspect construction activities in accordance with established quality procedures and evaluate compliance with project plans, specifications, shop drawings and other project related documents * Prepare and submit accurate, legible, comprehensive and complete testing and/or inspection reports on a daily basis in accordance with established quality procedures * Review plans, specifications, general notes and shop/working drawings for assigned activities prior to performing assigned duties * Perform, supervise, report on frequency compliance and coordinate field tests on materials and completed work using standard methods established by AASHTO, ASTM or other agency with appropriate, properly calibrated testing equipment * Perform mathematical calculations using basic algebra (fundamental laws, algebraic expressions), geometry, and the trigonometric functions of right triangles * Train less experience workers on work methods * Serve as lead worker for less experienced workers * Assist Direct Report in planning and coordinating inspection operations * Meets with contractor's supervisors or other project leaders on assigned project sites to discuss and coordinate testing, sampling, or inspection of construction materials or construction procedures * Assigns work priority tasks to assigned inspector(s) * Review material tests and completed work performed by assigned inspectors to assure compliance with requirements of established procedures * Verify adequacy of number of samples and locations at which samples are collected to assure representative distribution of sampling and testing * Provides input in evaluations of employee performance * The safe utilization, storage and maintenance of all documents and tools * Contact assigned direct report for priorities and deadlines for assigned tasks * Update of Direct Report on progress and delays on every task or assignment * Safe usage and maintenance of individually assigned company vehicle and field equipment including use within company policy * Carry out assigned duties in accordance with established procedures * Meet directed priorities and deadlines * Maintenance of certifications at the time of employment or obtained during employment * Collection, preparation and transmittal of samples to laboratories Qualifications * Graduation from high school or GED certification. A person in this position generally, but not necessarily has a minimum of 20 years experience in roadway, and related facilities, construction inspection or NICET Level IV certification in Transportation Engineering Technology (Highway Construction). Related experience and/or education may be evaluated to substitute for on the job experience * Shall possess a valid driver's license within the applicable jurisdiction and meet firm's auto insurability requirements. The following certifications and training are preferred: * Completion of Troxler Manufacturing or equal radiation safety course to utilize nuclear gauges * Completion of State specific Technician Training and Certification Program (TTCP) for applicable testing/sampling procedures, or ability to complete within 6 months of employment * ACI Field Testing Technician Level 1 Successful applicants without the above certifications or training may be required to pursue successful attainment of the certifications.
