Description of Work
The Engineering Specialist I will be involved in the project management and plan review of any Division Bridge projects to ensure project deadlines are met. Projects may include; but are not limited to, bridge replacements, concrete repair contracts, joint repair/replacement, painting contracts, bearing pad replacements, bridge jacking, fender system replacement/repair, and deck rehabilitation. This position will also determine contract quantities, calculate estimates, submit PS&E packages, and prepare contract proposals. Individuals will be expected to independently perform complex plan reviews for compliance with contract agreements, standards, codes and specifications.
Knowledge, Skills and Abilities / Competencies

Thorough knowledge and understanding of engineering concepts, practices, and theories used in the project development and construction engineering of bridges.
Experience with interpreting and communicating verbally and in writing details of plans, project documents, policies, and procedures to convey information to consultants, department personnel, and others.
Experience leading and maintaining positive working relationships with environmental agencies, consultants, and/or NCDOT staff, in order to find acceptable solutions to bridge project problems.
Knowledge and skills in the use of equipment and/or software such as Microsoft Excel, Microsoft Outlook, Microsoft Word, BMS, SDV, and WIGINS
Demonstrated ability to determine, and calculate estimates, submit PS&E packages, and prepare contract proposals
Minimum Education and Experience Requirements
Associates degree in an applicable area of engineering technology from an appropriately accredited institution and six (6) years of progressive technician experience; or High School or General Educational Development (GED) diploma and eight (8) years of progressive technician experience; or an equivalent combination of education and experience.
