ENGINEERING PROPOSAL LEAD

We are searching for an Engineering Proposal Lead for our Power Distribution - Anaheim, CA location. This position can be based out of our other locations in San Diego, CA, San Leandro, CA, Philadelphia, PA or Tulsa, OK.
The Engineering Proposal Lead is responsible for the engineering content and coordination of all proposals containing Engineering content. This role will provide the technical leadership and coordination of the engineering organization to achieve compliance with a Request for Proposal from all customers. This position works with the applicable Capture Manager(s) to ensure a technically complete and realistic cost proposal.
You will demonstrate success by:
Responsible for ensuring that the Engineering organization effectively supports the Proposal Management process using Project Management disciplines
Coordinating with the Capture Manager to develop an executable Proposal Action Plan / Schedule
Successful development and execution of the Engineering content of the proposal
Ensure adherence to the Proposal Management process
Timeliness and Quality of proposal documentation, including but not limited to: Concept Design Review; Cost Estimating; Basis of Estimates; Technical Volume; and Internal Approval documentation
Communicate / escalate any issues in achieving proposal objectives to Engineering leadership and the Capture Manager.
Identify and implement Continuous Improvement opportunities for improving proposal processes, templates, and tools.
Responsible for coordinating the technical content with all supporting organizations: Program Management; Business Development; Contracts; Pricing; Material Estimating; etc.
Responsible for representing Engineering during customer fact finding and negotiations.
Bachelor's degree in related technical field from four-year College or University. Advanced technical degree preferred.
At least 12 years of related technical experience and/or training.
At least 5 years of project, technical or program leadership.
Specific experience in proposal development.
Experience with Microsoft office products including: Excel, Word, Powerpoint, Project, and Visio
Proven and demonstrated technical proposal development experience
Work Breakdown Structure, Dictionary, and Integrated Master Schedule with an understanding of how earned value metrics will be impacted during execution.
Cost Estimating methodologies and techniques to ensure cost realism and enabling competitive pricing
Technical writing skills for winning technical volumes
Broad based technical knowledge and experience in order to understand and evaluate design and development activity across the engineering functions.
Proven and demonstrated experience in the full life cycle of hardware/software products from concept to production including system architecture, requirements, design implementation, integration, and verification/validation.
Proven and demonstrated execution of system engineering methods and best practices.
Project engineering and development process best practices
Strong verbal communication skills for internal reviews and customer negotiations.
Demonstrated ownership of tasks from cradle to grave, a "driver/go-getter" mentality, effective time management skills
Relevant experience with the military/defense contracting environment.
Ability to obtain and maintain a Secret Clearance.
