The Capital Improvements Division of the Pinellas County Public Works Department is seeking a motivated and collaborative Engineering Project Manager to assist with the development and management of CIP projects to reduce flooding, improve surface water quality, protect the natural environment and enhance the quality of life in Pinellas County. The Engineering Project Manager position (Engineer 2) is responsible for the management of stormwater CIPs and related studies within the Stormwater/Parks section of the Capital Improvements Division. The position includes managing in-house and consultant design teams from project development through construction under the County's Channel Erosion, Flood Control, Stormwater Infrastructure and Surface Water Quality programs in accordance with approved schedules and budgets to meet the department's performance goal of delivering quality projects on time and within budget.

Assignments require a Professional Engineering License from the State of Florida, or the ability to obtain the PE License from the State of Florida within six months of hire.

This position offers hybrid schedule, up tp two (2) days remote.

What Would You Do?

  • Manage in-house and consultant CIP project teams from conception through construction as the project manager. Duties may include but are not limited to the following:

  • Perform and/or oversee preliminary engineering and drainage studies;

  • Performs complex technical engineering reviews and develops professional engineering specifications;

  • Assemble internal/external project stakeholder teams.

  • Coordinates staff review and comments with resolving conflicts during design and construction phases of a project;

  • Prepares scope of services, schedules and cost estimates; reviews and comments on construction projects and/or performance contract documents including plans and specifications; also, coordinates staff review with consultant's efforts to resolve conflicts. Prepare and submit input to CIP budget;

  • Develop project schedules and cost estimates and submit input to CIP budget development.

  • Develop Requests for Proposals (RFPs) and evaluate submittals.

  • Develop and negotiate scopes of work.

  • Submit grant applications and manage grant contracts.

  • Work with internal teams for land rights acquisition and to meet permitting requirements.

  • Perform quality control reviews (technical, value engineering, operational and maintenance, etc.) on project deliverables such as plans, specifications, quantities, and cost estimates.

  • Use project management software to record and monitor project progression.

  • Maintain project files and document project meetings.

  • Develop work orders or bid packages for construction.

  • Support and coordinate with internal (County) and external (municipal, state, etc.) stakeholders as required.

  • Sign and seal in-house design plans prepared by the employee or subordinate staff;

  • Design and prepare plans, specifications and cost estimates for stormwater management, drainage, flood reduction, construction projects, and prepares reports on program plans and specifications;

  • Coordinate and obtain permits for consultant and in-house design projects;

  • Prepare scope of services, schedules and cost estimates; review and comment on all contract documents including plans and specifications; coordinate staff review and other's comments with consultant's efforts to resolve conflicts during the design phase;

  • Performs other related job duties as assigned.

What Do You Need To Have?

  • Eight (8) years of experience that directly relates to the assigned subject matter area of responsibility (engineering project management, civil engineering, environmental engineering), to include 1 year supervising professional engineering functions; or

  • An associate's degree and six (6) years of experience that directly relates to the assigned subject matter area of responsibility to include 1 year supervising professional engineering functions;

  • Bachelor's degree in civil engineering or other relevant engineering discipline and Professional engineering license from the State of Florida and four (4) years of experience that directly relates to the assigned subject matter area of responsibility, to include 1 year supervising professional engineering functions; or

  • An equivalent combination of education, training, and/or experience.

  • Possession and maintenance of a valid Florida Driver's License.

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

  • Other knowledge, skills, abilities, and credentials required for a specific position.
