Summary

This position is based in the Storm Water Services' Strategic Planning and Operations Division on the Critical Asset Team and is responsible for providing engineering project management, technical design, and condition assessment to maintain the City's critical stormwater culvert facilities.

Major Duties and Responsibilities

Perform quality control of asset condition data, inspection reports. Identify key risk factors for urgent repair and maintenance needs.

Develop repair and maintenance plans, perform hydraulic and hydrologic analysis, prepare cost estimates, coordinate real estate acquisitions, manage consultant contracts, and manage projects through construction phase. Support quality assurance through staff mentoring, the development and implementation of standard operating procedures, and identifying workflow process improvements. Assist in the identification and prioritization of proactive maintenance and repair actions.

Develop and manage the process for proactive easement acquisition for future maintenance of critical facilities. Assist with the proactive and continuous evaluation of asset condition assessments in support of short-and long-term capital and operational investments. Support the data collection, life-cycle analysis, identification of funding gaps, renewal strategies, risk analysis and decision automation, and reporting of key metrics.

Support the development, implementation, and maintenance of Storm Water Services' asset management program and associated initiatives. Provide exceptional customer service and coordinate with internal and external stakeholders. Perform other duties as assigned.

Knowledge, Skills & Abilities

Working knowledge of inspections, maintenance, and repair of culverts and storm drainage conveyance infrastructure. Working knowledge of hydraulic and hydrologic modeling software including:

Hydro CAD HEC-RAS HY8 Arc-GIS Pro Storm CAD Hydraflow Experience with stormwater asset management, evaluating and addressing structural and maintenance conditions, developing repair, renewal, and replacement strategies, and design and construction of storm drainage infrastructure. Ability to successfully perform project management tasks including the proactive management of the critical path in project initiation, planning, implementation, and closeout. Ability to perform hydrologic and hydraulic analysis and design tasks.

Ability to plan, prioritize and organize work and complete assignments with minimal supervision. Ability to read and interpret and prepare engineering plans, specifications, technical reports, data, and recommendations. Effective verbal and written communication skills.

Ability to apply conflict resolution techniques and to work collaboratively and effectively with others. Experience identifying and addressing work-related hazards. Working knowledge of City of Charlotte Land Development Standards, NCDOT Standards and Specifications and Charlotte-Mecklenburg Storm Water Design Manual.

Proficient computer skills including experience with Microsoft Office Products (Word and Excel), and Adobe Acrobat. A valid driver's license, a good driving record with the ability to obtain and maintain a City Driving Permit.

Preferred Qualification

Professional Engineer License NASSCO PACP Certification

Minimum Qualifications

Bachelor's Level Degree - Engineering and three years relevant experience.

Salary

$91,326.00 - $101,472.00 Commensurate with Experience
