Job Summary

Vancouver is the third largest water utility in the State of Washington serving approximately 280,000 people. This position manages the City's Water Utility engineering program by overseeing engineering budgets, managing capital improvement programs, ensuring the City's compliance with water production and distribution regulations, approving all developer proposed water systems, and supervising a group of engineers, specialists, and technicians. The Water Engineering Program Manager provides complex engineering and guidance to the Utilities Engineering Manager, Public Works Director, and higher management. Additional job functions include coordinating activities with other City departments, divisions, outside agencies, and the public, giving presentations to Council and other public/private groups, and participating on statewide and regional boards, commissions, and professional organizations.

This is a full-time, regular, exempt position.

Our ideal candidate has municipal water utility engineering design experience, and has managed an engineering design group consisting of professional engineers and technicians that work on the design of water infrastructure projects in coordination with other municipal utility and transportation projects. They will have experience in the development of plans, specifications, and estimates for bidding public works water improvement projects in Washington state. Preferably, they will have experience with PFAS-related treatment projects.

Job Details

Essential Functions:

  • Responsible for all programs and budgets for the Water Engineering group related to production, treatment, storage, transmission, and distribution of water supply. Decisions include what, when, and how to direct the programs and resources to provide reliable water utility services and ensure regulatory compliance. Current capital budget average of $40 million per year for the next 8 years.

  • Continuously monitor and evaluate the efficiency and effectiveness of water utility service delivery methods and procedures; plan, direct, coordinate, and review the work plan; assess and monitor staff workload, assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; then identify opportunities for improvement and review recommendations with Public Works management and Director.

  • Hire consultants and manage consultants and consultant contracts.

  • Select, train, motivate and evaluate personnel; seek and provide training opportunities; work with employees to correct deficiencies; implement discipline and termination procedures. Conduct and approve annual performance evaluations; decide when and how to provide training and career development for staff; conduct corrective actions as needed; determine when upper management and HR involvement is necessary.

  • Review and approve in-house and consultant prepared engineering plans and specifications, design, environmental documents, reports, and studies including site evaluations, review development engineering plans. Determine if the engineering designs, plans, and reports meet Federal, State, and local regulations.

  • Develop interlocal agreements with surrounding agencies relating to the provision of drinking water

  • Prepare and implement long range planning for the Public Works systems and necessary improvement for the City's Water Utility to ensure public needs are met and the State and Federal requirements are fulfilled. Identify and determine the scope of technical studies needed and the level of planning required to support and inform management of the City's Water Utility.

  • Coordinate work with water operations staff and assist with operational, maintenance, and water quality related issues.

  • Meet with and coordinate work with developers. Review all development projects to ensure consistency with the City's Water Utility standards. Sign off on all water main installation projects that take place in the City water system for development projects.

  • Coordinate work with other City departments (Engineering, Planning, Fire, City Manager's Office, Procurement, Construction, Transportation, Community Development, Parks, Economic Development, and Legal), other local water utilities, local agencies and municipalities, and Washington State Department of Health and Department of Ecology.

Qualifications

Experience and Education

  • Eight (8) years of increasingly responsible experience in public sector engineering of water utilities with at least four years of supervisory responsibilities.

  • Equivalent to a Bachelor's Degree in Civil Engineering or related field of study.

  • Equivalent combinations of education and experience may be considered.

Computer Skills

  • Intermediate skills in Microsoft Office and water systems modelling and design software.

Required Licenses and/or Certifications

  • Registration as a Professional Engineer in Washington State or ability to obtain through reciprocity.

  • Valid Driver's License

Knowledge

  • Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs

  • Modern and complex principles and practices of program development and administration

  • Principles and practices of project management

  • Principles and practices of modern civil engineering and water utility management

  • Principles and practices relating to the supervision of public employees, both union and non-union

  • Pertinent federal, state, and local laws that pertain to providing water to the third largest customer base in Washington

  • Modern office procedures, methods, and computer equipment

  • Use of personal computers and basic software

  • Prepare clear and concise administrative and financial reports.

  • Operate a personal computer and appropriate software

  • Work in a manner consistent with the City of Vancouver's Operating Principles

  • Work and act as a team player in all interactions with other City employees

  • Always provide a high level of customer service

  • Project and maintain a positive image with those contacted in the course of work

  • Develop and maintain collaborative and respectful working relationships with team members and others

  • Consistently provide quality service

  • Maintain regular and dependable attendance
