Function

Management

Summary

This position is based in Storm Water Services and will oversee project management activities that support Storm Water Services' strategic priorities, including infrastructure management to continuously assess and improve drainage to protect public safety and ensure long-term sustainability.

This position will work closely with the Storm Water Services Engineering and Design Division management team to ensure that the program functions are aligned with the division's goals and objectives. This position requires a high level of interpersonal, technical, collaboration, community engagement and leadership skills.

Major Duties and Responsibilities

  • Provide technical and managerial support to staff to meet Storm Water Services' strategic priorities.

  • Oversee pre-construction activities of project delivery for flood mitigation and water quality projects including project planning, design and collaboration during construction.

  • Collaborate with the Construction and Utilities Programs to ensure success of capital improvement projects.

  • Identify and promote process improvements with other City agencies that support the Storm Water Services team. Partner with support agencies to incorporate activities into project delivery processes.

  • Complete review of planning reports, construction plans, cost estimates and contract specifications for technical competency, consistency and constructability issues. Sign off on construction documents for Storm Water Services.

  • Evaluate, track and report on individual project performance (schedule and budget) and program related goals. Ensure project and program goals align with Storm Water Services' strategic plan.

  • Assist in efforts to develop and apply best practices for community engagement on projects in partnership with the Communication team.

  • Serve in a leadership role for Storm Water Services' Engineering and Design Division and assist in efforts to develop policies, procedures, and guidelines.

  • Provide leadership and decision making on stormwater improvements within various collaborative programs as part of neighborhood, transportation, transit and economic development projects.

  • Collaborate with other Division programs to promote consistency.

  • Conduct resource planning to ensure proper level of staffing and support organizational adjustments where needed to provide effective overall management.

  • Assist with management and oversight of capital project budget including monitoring of project cost estimates and spend rate of bond funds.

  • Coordinate and maintain positive relationships with multiple agencies, including but not limited to Planning, CDOT, Charlotte Water, General Services, Charlotte Fire Department, Mecklenburg County, NCDOT and CATS.

  • Represent Storm Water Services as part of professional organizations and internal meetings.

  • Ensure core values of Storm Water Services are communicated, encouraged, and modeled.

  • Work to promote an inclusive environment for all staff on the team.

  • Support professional growth and development of staff.

  • Perform other duties as assigned.

  • High level of technical competence in the areas of engineering, stormwater principles, and permitting processes.

  • Ability to effectively communicate information to technical and non-technical audiences both verbally and in writing.

  • Proficiency with Microsoft Office Suite Products (Word, Excel, Access, and PowerPoint) and ability to learn other systems as needed.

Preferred Qualification

  • Knowledge and experience in storm water management and engineering principles.

  • Project Management experience.

  • Supervisory experience.

  • Registration as a Professional Engineer (PE).

Minimum Qualifications

Bachelor's Level Degree - Engineering and five years relevant experience.

Or

Master's level degree and three years relevant experience.

Salary

$102,641.00 - $114,045.00 Commensurate with Experience

The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
