Examples of Duties

Under general supervision, manages the Department of Public Works and Transportation CAD program and associated training.

Essential Job Duties

  • Plans, coordinates, and manages a major engineering program.

  • Assists in supervision and training of professional and subprofessional engineering, technical, and clerical staff.

  • Manages the work of consultants, contractors, and others.

  • Develops and implements CAD standards and program policies.

  • Coordinates the CAD work and implementation of program standards with other Bureaus and Departments.

  • Coordinates work between consultants, the County, and local government agencies.

  • Reviews, approves, and comments on consultant proposals, plans, designs, and specifications.

  • Solves and approves solutions to engineering, design, and construction problems.

  • Maintains records and prepares reports of program activities.

  • Plans, coordinates, and manages geodetic programs involving global positioning system technology (GPS) and geographic information systems (GIS).

  • Manages the design, implementation, and maintenance of the Baltimore County Control Network.

  • Manages the collection and processing of GPS data.

  • Manages the incorporation of adjusted data into the County's control network and the National Spatial Reference System.

Qualifications

Graduation from High School or an appropriate equivalent.

Plus

Twelve years' subprofessional engineering experience.

(Additional qualifying education may be substituted on a year-for-year basis up to a maximum of four years for the required experience.)

OR

Possession of a certificate of Registration as a Professional Engineer in the State of Maryland.

Knowledge, Skills and Abilities

  • Candidates should have a thorough knowledge of the principles and practices of engineering.

  • Candidates should have an understanding of the principles and practices of construction.

  • Thorough knowledge of CAD drafting software and techniques.

  • Knowledge of land surveys, deeds, plats, and construction drawings.

  • Skill in drafting, computational, and design work.

  • Skill in the preparation and review of plans, drawings, and specifications.

  • Skill in the preparation and review of technical and statistical reports.

  • Skill in solving drafting and design problems.

  • Skill in the preparation of correspondence relating to projects.

  • Ability to plan, coordinate, and manage an engineering program.

  • Ability to supervise and train professional engineering, subprofessional engineering, technical, and clerical staff.

License and Certificates

Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license may be required for some positions at the time of appointment.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Physical and Environmental Conditions

The work of this classification is essentially sedentary with occasional walking, standing, and other limited physical activities. Duties may include field inspections and travel to various work sites.
