JOB SUMMARY

This position performs technical tasks on an analytical level in conducting plan reviews for grading, building, and development permit applications ensuring compliance with City codes and standards. Work involves reviewing plans, interpreting codes and technical standards, and providing corrective guidance.

MAJOR DUTIES

  • Reviews submitted erosion and sedimentation control plans and stormwater management plans and hydrology studies for proposed development sites, construction projects, building permits, land use changes, and stream buffer encroachments to determine compliance with all applicable stormwater, erosion and sedimentation control, and stream buffer standards and regulations.

  • Responds to customer service inquiries about development, subdivision regulations, stormwater, and environmental concerns and performs subsequent field investigations. Reviews and analyzes site plans for impact on adjacent developments, infrastructure layout, utility layout, grading and drainage improvements, general roadway and parking lot layout, erosion and sediment control, and stream buffer standards; coordinates development plan corrections with outside consulting engineers, property owners, and contractors; reviews civil plans for engineering and code compliance.

  • Understands and interprets codes and corrective requirements and communicates with developers, contractors, engineers, property owners, and the general public.

  • Assists in compliance, record-keeping, and reporting related to the City's Phase I Large MS4 NPDES Permit MS4, including water quality improvement and protection, protection of receiving water bodies, and pollution prevention.

  • Conducts site inspections during plan review, as needed, to understand existing site conditions. Conducts site inspections, as needed, of development sites and construction projects to determine compliance with approved plans, applicable laws, ordinances, standards, practices, rules, and regulations relating to erosion control and stormwater management.

  • Maintains accurate records of plan reviews, site inspections, and correspondence related to erosion control and stormwater management. Documents and tracks all customer service inquiries.

  • Represents the Engineering Department in various meetings, as necessary. May attend regional meetings to support the City's goals related to stormwater management, green infrastructure, and erosion control.

  • Performs administrative tasks in support of Departmental operations; prepares correspondence, reports and related documents; communicates with and responds to various groups and individuals; interacts with other City department representatives; participates in pre-application and plan review meetings.

  • Operates a personal computer, printer, calculator, copier, fax machine, phone system, and other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, and other system software utilized within the department.

  • Operates a City motor vehicle in performance of daily duties.

  • Performs other related duties as required.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED BY THE POSITION

  • Knowledge of the City's permitting processes and procedures.

  • Knowledge of residential and commercial site plan review principles.

  • Knowledge of computers and job-related software programs.

  • Knowledge of City codes and Georgia stormwater management and erosion control standard practices and requirements.

  • Skill in customer service.

  • Skill in maintaining file and records.

  • Skill in oral and written communication.

  • Ability to review, understand and interpret design drawings, site plans, construction specifications, maps, and plats.

  • Ability to learn, comprehend, and apply City and Departmental policies, practices, and procedures necessary to function effectively in the position.

SUPERVISORY CONTROLS

The City Engineer assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES

Guidelines include the Georgia Stormwater Management Manual, the Manual for Erosion and Sediment Control in Georgia, City of Smyrna Code of Ordinances, and City and Department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

The work consists of various specialized duties. The unique nature of each situation contributes to the complexity of the position. The purpose of this position is to support the Engineering plan review and permitting process, including providing guidance to citizens, developers, and City administration.

Contacts are typically co-workers, other city personnel, contractors, and members of the general public. Contacts are typically to provide services, to give or exchange information, or to resolve problems.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • Work is typically performed while sitting at a desk table. The employee may occasionally lift light weight (5-10 pounds).

  • Work is typically performed in an office. Visits to properties or construction sites may be required.

  • Tasks may require the ability to perceive and discriminate visual cues or signals and the ability to communicate orally.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in Environmental Engineering, Civil Engineering, Environmental Science, or closely related field,

  • Engineer in Training (EIT) or Professional Engineer registration in the State of Georgia is preferred, but not required.

  • Possession of a valid driver's license issued by the State of Georgia with a satisfactory motor vehicle record (MVR).

  • The ideal candidate will have at least two (2) years of relevant experience in stormwater and erosion and sedimentation design and/or plan review.

  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities required for this job.

  • Must obtain Georgia Soil and Water Conservation Commission Level IB (Qualified Inspector), and Level II (Qualified Plan Reviewer) certification within twelve (12) months of employment.

  • Ability to conduct on-site inspections and assessments.

  • Strong knowledge of relevant State, local, and federal regulations.

  • Excellent analytical and problem-solving skills.

  • Effective communication skills.

  • Detail-oriented.

  • Ability to pass a criminal background and credit check.

  • Ability to pass a post-offer drug screen.
