Oversees the Engineering division within the Utilities Department. Is responsible in overseeing 15 employees. Acts as an overall coordinator between the Utilities Department engineers and other departments, as well as consulting firms, utility companies, and contractors. Manage all projects from their design phase through construction.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of modern principles and practices of Civil Engineering in the design and construction of water works and sewer systems.
Knowledge of basic accounting practices for project cost estimating.
Knowledge of the Rules and Regulations under the Texas Commission on Environmental Quality (TCEQ).
Knowledge of the principles and methods of administration, organization and supervision.
Ability to analyze, organize and manage water works projects.
Ability to build and maintain effective working relationships with others.
Ability to communicate clearly and effectively both orally and in writing.
Ability to maintain good planning and organizational skills.
Ability to take and follow directions from supervisor.
Ability to give directions to and gain compliance from assigned staff.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:
Work is performed inside and/or outside an office. Work may be exposed to a variety of weather conditions and outdoor elements, such as: excessive heat. Work may be exposed to a variety of environmental conditions, such as: dry atmosphere, dirt, grease, oils, dust, pneumatic vibration, radiant/electrical energy, and slippery/uneven walking surfaces. Capable of working closely with others, working with protective devices, working around moving objects or vehicles, working around machines with moving parts and objects, and traveling by car 50% of the time. Ability to operate a motor vehicle and office equipment; Work requires light to moderate carrying (under 15 pounds up to 44 pounds), light to frequent lifting (under 24 pounds up to 50 pounds), repeated bending, sitting, standing, pushing, crouching, crawling, twisting, kneeling, stooping, climbing stairs and ladders, walking, and reaching above shoulders. Ability to see, write, read, count, identify shade of colors, perceive depth, and hearing is needed to perform the essential functions of this job.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Supervise the Engineering division within the Utilities Department; recommends hiring and training of division personnel as well as conducting performance evaluations, respond to grievance and disciplinary appeals and other personnel actions to ensure productivity and quality standards are maintained.
Responsible for planning and organizing the improvements of the water and wastewater systems; including plant expansions, improvements and modifications, booster stations, lift stations and line extensions.
Prepares and implements a 10-year Capital Improvement Program.
Coordinate with Engineering staff, consulting groups and the City to ensure long-range demands anticipated and all facilities constructed to meet current and future demands.
Oversee the plat approval review process by the Engineering Division staff and recommend revisions to the City and consulting firms.
Administer construction, as project engineer, of water and wastewater improvements.
Prepare, administer and monitor the annual budget for the operations of the Engineering Division and the Utilities Department's capital budget to ensure all interval control procedures are followed and cost effectiveness is achieved.
Act as an overall coordinator between the Engineering Division staff and the City as well as utility companies, consulting firms and contractors for all water and wastewater improvements.
Prepare City Council agenda items for the Engineering Division and make presentations to City Council as required.
Prepare and supervise the preparation of specifications for capital improvement projects, purchase of new equipment and estimate project costs.
Will be required to drive a City vehicle for City business use.
Performs other duties as assigned.
Bachelor of Science degree in Civil, Mechanical, Electrical, Chemical Engineering, or related field.
At least seven (7) years of experience in the practice of civil, mechanical, electrical, chemical engineering, or in water/wastewater and subdivision development.
Valid Licenses and Certifications
Registered Professional Engineer (P.E.) License is required.
Valid Texas Driver License*
