Job Summary

The Engineering Manager is responsible for the technical planning and design of water distribution, treatment, and wastewater collection and treatment systems. This person will assume leadership responsibilities such as scope, budget and scheduling projects; guiding engineering staff and identifying developmental growth opportunities; and developing strong relationships with municipal utilities, contractors, and other consultants.

Key Responsibilities

Manage the design of water lines, booster pumps, elevated storage tanks, meter vaults, and other appurtenances.

  • Design of wastewater collection pipes, including gravity sewers and pump stations and force mains.

  • Oversee Quality Control process in accordance with company policy

  • Coordination with state and federal regulatory agencies and their requirements for design and permitting

  • Bidding and procurement of construction contractors to complete construction of projects

  • Responsible for project delivery in a timely manner with a focus on quality

Engineering Standards:

  • Provides guidance and direction on department design guides, standards, systems, applicable engineering codes and Black& Veatch policies

  • Assists in developing, maintaining and updating engineering standards

  • Provides technical guidance to others regarding projects and disciplines

Quality/Continuous Improvement:

  • Independently applies knowledge and complies with Black and Veatch quality program relative to assigned tasks

  • May be responsible for ensuring compliance with Black and Veatch quality program

  • Provides related guidance and direction to others

  • Supports continuous improvement and change management efforts

Engineering Production:

  • Prepares a variety of complex engineering deliverables for larger or multiple projects

  • Performs complex research and develops recommendations for equipment and/or materials selection

  • Oversees collection, assimilation, and management of data for engineering work

  • Prepares complex engineering calculations following standard methods and principles

  • Manages assigned budget, schedule, and quality requirements

  • Independently applies advanced engineering techniques and analysis problems and methods

  • Reviews lower level engineering work or assignments

  • Is responsible for one or more of the following:leading larger production teams; coordinating multiple discipline activity; and serving as the responsible charge for a project

Client Focus:

  • Responsible for assisting with identification of key client interests and drivers on moderately complex projects and may determine the key clients in some instances

  • Communicates client interests and drivers to project team members and develops approaches to accommodate these concerns in the performance of the work on moderately complex projects

  • May offer other services to the clients

  • Typically provides support to business development or pursuit activities

Minimum Qualifications

Requires a bachelor's degree in engineering from either a recognized accredited program in their home country or the country in which the professional is practicing. Minimum of 8 years related work experience. All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.

Job Summary: The Strategic Project Engineering To Order Leader requires experience in managing a portfolio of projects as well as individual projects successful execution. The individual will interface with commercial operations, product design engineering and manufacturing engineers to manage initial tender development, basis for cost request evaluations from the start of an Engineer to Order (ETO) opportunity through the transition into manufacturing of the product and delivery. Part of the assignment will be developing, deploying, and maintaining key processes for managing the early project phase scope of the Project Management Office functions, and eventually leveraging to be defined Operations ETO execution roadmap for this newly-established role. Once processes are established, the individual will lead and partner with the PMO team for plan development, scheduling, and coordination of engineered to order manufacturing requirements development, risk management, and estimation of the work necessary for manufacturing to deliver projects, on-time, on-budget and to cost. This individual will drive, along with other project owners of hardware and software engineering delivery, the manufacturing inputs needed for the contractual manufacturing requirements development as part of customer contract scope of work, pricing model, and deliverables to achieve the stipulated Customer requirements. ESSENTIAL DUTIES AND RESPONSIBILITIES: * Drive Manufacturing teams to respond to customer Engineered to Order machine and technology quote requests. Project planning of time, resources and other elements of a response will be consolidated and coordinated with Commercial Operations, Sales, Engineering and Manufacturing. * Drive build plans based on technical requirements and balanced trade-offs among cost, schedule, and performance while maintaining acceptable risk covering the entire cycle of evaluating then producing the Engineer to Order product requests. * Develop tools and methods as necessary to effectively manage, track, and deliver ETO requested estimate inputs from evaluation teams as well as delivering projects/products where gaps currently exist. * Develop, execute, and/or improve management communications regarding status of ETO bid requests and project delivery. Provide periodic detailed status and portfolio summaries as required to be used at various levels of the organization. * Advise teams defining, developing and executing ETO contract responses and execution activities as required. Coordinate with team leaders on expectations and support their leadership of working teams while delivering given assignments. * Work with Engineering Product Managers (EPMs), Engineering Project Managers and PMO to ensure effective execution delivery of assignment expectations within a matrixed organization. * Contribute to business success by reviewing and understanding customer requirements and translating these into product delivery tasks or responses with the designated teams. * Consult with PMO to support the creation, maintenance and execution of project plans, work breakdown structures, and schedules. Ensure correct resource assignments are made and maintained commensurate with the priority and complexity of project tasks required to deliver the ETO product in Operations. * Perform ongoing audits of developed plans and project information to ensure information is correct and dependable for management actions. * Develop, implement and enforce GISC Operations policies, standards, work instructions and procedures, improving any policy or procedure to optimize business and/or execution efficiency where possible.
