General Statement of Duties

Public Works Engineering is looking to fill an Engineering Land Use Review Assistant

  • Limited Duration or Acting in Capacity/Career Developmentposition. The assignment is expected to last up to 16 months. Please see "Supplemental Information" at the end of the posting for more information about limited duration positions.

The Engineering Land Use Review Assistant provides paraprofessional assistance and a variety of administrative support duties for the Public Works Engineering Development Review Team. Duties require working knowledge of the City's land use review process and policies, and Public Works issues related to new development.

The City of Eugene Public Works Department is looking for an energetic and positive candidate for the Engineering Land Use Review Assistant position. This person must be a highly-motivated individual and excel both in working individually and as a team. This person must utilize strong oral and written communication skills in a fast paced environment.

This person will work closely with applicants, consultants and other members of the Development Review Team to initiate, review, and finalize various development projects. The Development Review Team oversees many types of projects through application of Eugene City Code and Public Works Standards. This person works cohesively with Planning and other works groups to process land use applications.

Limited Duration (LD) Opportunity:

  • Open to the public and full-time, part-time, LD, Recreation Activity Employee City of Eugene employees.

  • This LD position could last up to 16months per business need.

  • LD employees have many of the same benefits as regular AFSCME employees, with some exceptions due to the limited length of employment.

  • If you are currently an LD employee, you will not have rights back to your current LD position.

  • Employees hired intoLDpositions will be members of the AFSCME bargaining unit and covered by the contract except for the items outlined below.

  • The salary schedule for LD employees is the same as used for regular AFSCME employees. The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience.

  • LD employees are at-will anddon'thave a probationary period; theyaccrueno seniority, have no bumping or layoff provisions, and have no discipline or discharge rights.

  • LDemployees will receive City health plan coverage for themselves only. Dependent coverage is available at full cost to theLDemployee.

Acting-in-Capacity (AIC)/Career Development (CD) Opportunity:

  • Open to full-time, part-time City of Eugene employees. Temporary and Limited Duration employees are not eligible to apply.

  • You must meet the minimum qualifications for the AIC position.

  • This AIC/CD assignment could last up to 16 months, per business need. At the end of the assignment, you will return to your regular position.

  • You must receive permission from your supervisor to apply. Note: If you are on probation, it mayimpactsupervisory approval to apply for this opportunity.

  • AIC pay isdeterminedbased on the applicable collective bargaining agreement or APM.Pay placementwill be the minimum of your current pay so long as it is not above the maximum of the AIC salary range.If you are in a position that is at the same salary range as the AIC that you are applying for there may be no change in pay for the AIC assignment.

  • If selected, candidates considered for a CD opportunity will be compensated at their current rate of pay consistent with applicable collective bargaining agreement or APM.

Examples of Duties Performed

  • Duties may include but are not limited to the following

Researches and completes initial background property review for land use applications. Gathers data, and applies land use requirements and Public Works policies and procedures to initial property reviews. Prioritizes multiple concurrent requests for information from public and from staff.

Performs specialized research and verification of existing infrastructure connections for land use applications and annexation requests from a wide variety of sources, including computer systems, City and County files, and maps. Prepares material for use by Land Use Permit and Review Technician. Responds to requests for additional information.

Reviews land use applications for completeness.

Receives all incoming land use application referrals, prepares files, and routes applications to appropriate staff.

Establishes, maintains, and improves complex systems for recording and tracking a variety of processes and documents. Uses databases and spreadsheets to prepare reports.

Updates and maintains the Engineering CESHARE system.

Updates procedures, forms, and record-keeping systems for the land use application review process and instructs others in such procedures.

Responds to customer and applicant inquiries on the status of and criteria involved in a variety of land use applications. Explains services, policies, and procedures as they apply to these applications.

Coordinates Land Use Review meetings with the Planning department.

Provides general support to the Engineering Division land use review and the Privately Engineered Public Improvement programs by initiating the plan review process, organizing submittal packages, and initiating the permit issuance process.

Provides support as needed to Floodplain Management and System Development Charge programs.

Supports and respects diversity in the workplace.

Performs other related duties as assigned.

Qualifications

A typical way to obtain the knowledge and abilities would be:

Experience

Four years of progressively responsible clerical or technical support experience, including two years experience in land development, planning, civil engineering, or a related field.

Education

High school diploma or GED. Associate degree or some college coursework in land use, planning, or civil engineering desirable.

License or Certificate

Requires a valid Oregon driver's license or ability to obtain by date of hire. Must pass driving records check and, if hired, maintain a driving record that meets the City's standard.

The Ideal Candidate will have the following knowledge, skills and abilities:

Knowledge of:

General land use regulations and processes required by State of Oregon.

City's land use application requirements, procedures, policies, and terminology.

General public works issues associated with new development.

Office procedures and computerized systems.

Research and investigative techniques.

Ability to:

Establish and maintain complex specialized records, design reports, and compile data.

Use a variety of computer programs and spreadsheets.

Read and understand City Code, and seek clarification from the Public Works Development Review Manager and staff or City Attorney as necessary.

Apply investigative techniques, research methods, operational analysis, and land use code concepts; compile information and prepare reports; and provide information to City staff and the public.

Learn GeoDart and other Geographic Information Systems and mapping programs in a limited time.

Read and interpret information on various plans, maps, and records.

Work well independently and within a team setting; make appropriate decisions regarding work methods and priorities, track multi-step/overlapping projects, and anticipate and prepare for upcoming processes and procedures.

Evaluate issues and solve problems; discuss problems and complaints tactfully, courteously, and effectively with coworkers and the public.

Exercise judgment; establish priorities and goals; make independent decisions consistent with appropriate policies, procedures, and techniques; and maintain confidentiality.

Evaluate program activities and make recommendations.

Work quickly, accurately, and thoroughly with close attention to detail to meet deadlines.

Communicate effectively, both orally and in writing, with the public, other departments, and State and local agencies.

Establish and maintain effective working relationships with employees, contractors, other agencies, and the public.

Limited Duration Employees

Limited Duration Employees are those hired for the limited time period specified in this posting. After the position is posted and a competitive selection process has been completed, an offer of employment will be made.
