Starting Salary: $18.32

Pay Grade: N32

Department: Public Works

Location: New Port Richey

General Description: Responsible inspection work in quality control of public works and/or utilities projects primarily in earthwork, drainage, and road construction to ensure compliance with all applicable County ordinances, standards, and approved construction drawings.

EMERGENCY RESPONSE/RECOVERY ACTIVITIES: All employees will be required to work before, during, or after an Emergency. During an Emergency employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.

Essential Job Functions:

Confers with project engineers and contractors to ensure compliance with all applicable County Ordinances, standards, plans, and specifications. Ensures that the engineer and/or contractor provides the required number and types of tests needed for the project.

Prepares daily written reports on all inspection activities and collects test reports forming a project file to be submitted to the supervisor for review. Investigates and prepares reports on citizen complaints that pertain to compliance with County ordinances. Provides site inspections, sampling of stormwater and other related duties required under the NPDES MS4 permit. Performs related work as required.

Knowledge, Skills and Abilities:

  • Knowledge of testing procedures used in civil engineering inspections.

  • Knowledge of public works and/or utilities construction procedures and materials, the ability to interact with local contractors and engineers, and the skill to formulate concise inspection reports.

  • Knowledge and experience with Florida Department of Transportation (FDOT) and American Association of State Highway and Transportation Officials (AASHTO) standards and methods.

  • Ability to prepare inspection reports.

  • College level work in civil engineering or drafting technology or industry training in roadway construction and drainage preferred.

Minimum Requirements:

PHYSICAL SKILLS: Ability to lift and/or move up to 25 pounds and also push or pull heavy objects.

May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects. Requires standing, walking, bending, stooping, and sitting. Works indoors and outdoors in varying weather conditions. Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from high school or possession of an acceptable equivalency diploma. Five years experience in a responsible position with a contractor, engineer, or governmental entity performing public works projects.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid driver's license.

Department: Public Works Location: New Port Richey General Description: Performs inspection work related to Capital Improvement Projects (CIP) ensuring compliance with plans, specifications, contract documents to ensure project performance. Primary functions include daily inspection and recording of construction activity related to materials, earthworks, utility coordination, drainage, and road construction. Essential Job Functions:Perform field reviews and observes contractor performance for compliance with contractual obligations, plans, and specifications. Acts as the Verification Technician for assigned construction projects by working with the Contractor's quality control team. Prepares field logs, compiles testing reports, and tracks changes forming a project file for submission to the assigned project manager, Engineer of Record and supervisor for review. Performs contractibility reviews, field measurements, and value engineering during each design phase. Investigates and prepares reports on citizen complaints that pertain to compliance with County Ordinances and regulations. Prepares quantity take-offs, schedules, cost estimates, and performs other task as assigned by supervisors. Attends construction meetings with the project team to adjust project schedules, resolve field issues, or address other inquiries. Knowledge, Skills and Abilities: * Knowledge of testing and inspection procedures used in civil engineering for roadway, stormwater, utility or other transportation projects. * Knowledge of public works and/or utilities construction procedures and materials, the ability to interact with local contractors and engineers, and the skill to formulate concise inspection reports. * Knowledge of the Florida Department of Transportation (FDOT) standards, specifications, design manuals, cost estimates, Approved Products List (APL), Local Agency Permitting (LAP), construction procedures and documentation. * Knowledge and experience with American Association of State Highway and Transportation Officials (AASHTO) standards and methods. * Ability to prepare inspection reports. * College level work in civil engineering or drafting technology or industry training in roadway construction and drainage preferred. * Clear understanding of regulations associated with the Florida Accessibility Code, Florida Department of Environmental Protection (FDEP) Stormwater Pollution Prevention, and U.S. Army Corps of Engineers. * Certified through the FDOT's Construction Training Qualification Program in Asphalt Level I, LBR Technician, Earthwork Level I, and Concrete Field Inspector certifications. Or, the ability to obtain certifications within six (6) months of employment. Applicants should be aware that Pasco County has an active Inspection Certification Program.
