Arapahoe County's Public Works and Development Department is an American Public Works Association Accredited Agency, the first County in Colorado to obtain this status. Within the Department of Public Works and Development (PWD), we are seeking an Engineering Inspector to join our team in the Engineering Services Division. This is a great opportunity for an experienced or more entry-level inspector who wants to make a positive contribution to the Arapahoe County community as part of our high-performing team.

For recruiting purposes, this position is being posted as an Engineering Inspector I or II.

Candidates will be considered for the highest level for which they qualify. The pay range for the Engineering Inspector I is $25.20 to $37.81 and for the Engineering Inspector II is $28.22 to $42.33. The anticipated hiring range will be around the midpoint of the pay range for well-experienced candidates.

Duties

The following duty statements are illustrative of the essential functions of the job and do not include other non-essential or marginal duties that may be required. The County reserves the right to modify or change the duties or essential functions of the job at any time.

The primary responsibilities of the Engineering Inspector I and II are as follows, with the Engineering Inspector II performing these functions with a higher level of independence and for projects of greater complexity:

  • Receives and reviews approved plan and profile sheets; monitors collateral; computes appropriate fees and issues construction and right-of-way (ROW) use permits; develops inspection programs for projects based on a review and analysis of approved plans; and consults with supervising engineer.

  • Reviews and approves applications to ensure that permits are in compliance with County regulations.

  • Inspects roads and utility construction within the ROW. Reviews various tests to ensure compliance with adopted standards.

  • Investigates and recommends action for public complaints on problems in public rights-of-way or within public drainage ways.

  • Conducts inspections of storm drainage improvements including storm sewers, inlets, manholes, and detention and water quality facilities associated with new development projects.

  • Conducts inspections of Grading Erosion and Sediment Control (GESC) Best Management Practices (BMPs) associated with new development projects, utilities, and oil and gas developments.

  • Conducts inspections of road construction, including pre-paving road tests of subgrade and base course. Observes construction of storm sewers and drainage structures for compliance to approved construction plans.

  • Reviews and evaluates required material test data; identifies areas of non-compliance with construction criteria; approves changes to plans; and develops recommended remedial actions based on findings.

  • Conducts facility acceptance process for developer/contractor constructed public works improvements. Responsible for timely response to all correspondence and inquiries, scheduling and conducting acceptance inspections, developing and communicating facility deficiencies, monitoring developer compliance to timely repair criteria, and granting acceptance.

  • Issues street cut and ROW use permits to utility companies and special purpose districts performing maintenance operations in County rights-of-way. Monitors performance for compliance to County street repair criteria. Monitors repair quality during warranty period. Takes corrective action if street repairs do not meet County criteria.

  • Acts as project construction engineer on small, standardized projects such as road and drainage replacement and extensions, retaining walls, curb and gutter projects, drainage structures, bridge inspection and repair, and street widening projects.

  • Provides inspection information and reports to various organizations.

Skills & Abilities:

  • Knowledge of County-adopted Infrastructure Design and Construction Standards, Stormwater Manual, and Grading Erosion and Sediment Control Manual. Familiar with Colorado Department of Transportation (CDOT) and Mile High Flood Control District (MHFD) standards.

  • Ability to operate and use tools and equipment associated with road inspections.

  • Ability to use personal computer spreadsheets, databases, and word processing applications.

  • Ability to compute percentages, grades, and linear measurements.

  • Ability to read and interpret blueprints, construction plans, and profile sheets.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to use hand tools such as picks, shovels, and testing equipment.

Requirements

Education:

  • High school diploma or GED is required.

  • Engineering Inspector I - a minimum of two years of experience in the field of public works construction is required.

  • Engineering Inspector II- a minimum of five years of experience in the field of public works construction is required.

  • Bachelor's Degree from an accredited college or university with major coursework in civil engineering or a closely related field is preferred.

An equivalent combination of education and work experience that satisfy the requirements of the job may be considered. Additional Requirements:

  • Possession of a Colorado Class "R" driver's license or ability to obtain within two weeks of appointment.

  • Successful completion of pre-employment background and motor vehicle checks.

Work Environment:

  • Work requires frequent exposure to weather conditions, road hazards, the hazards associated with new construction, and possible exposure to radioactive material while using nuclear soils density testing equipment.

Physical Demands:

The following are some of the physical demands commonly associated with this position.

  • Spends 60% of the time sitting and 40% of the time either upright or walking while in the field or office.

  • Occasionally lifts, carries, pulls or pushes up to 40 lbs.

  • Uses cart, dolly, or other equipment to carry in excess of 40 lbs.

  • Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or field work duties.

  • Verbal and auditory capacity enabling interpersonal communication through automated devices, such as telephones, radios, etc.

  • Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.

  • Visual capacity enabling constant use of computer or other work related equipment.

Definitions:

Occasionally: Activity exists less than 1/3 of the time.

Frequently : Activity exists between 1/3 and 2/3 of the time.

Constantly : Activity exists more than 2/3 of the time.
