Job Responsibilities

Under limited supervision of the Preconstruction Alternative Delivery Engineer, performs as Design Manager for Carolina Crossroads (CCR), Lowcountry Corridor or other projects within the Office of Alternative Delivery (OAD). Leading and collaborating all aspects of the technical development of projects through all phases, including but not limited to, the development of design-build contract documents, coordinating design-build reviews, and resolving complex engineering problems through consultation with OAD design/project management staff, external SCDOT offices, contractors, consultant engineers, and other State and Federal agencies. Ensuring design and technical excellent is consistently maintained across all assigned projects. Assists the Preconstruction Alternative Delivery Engineer by developing, implementing, and updating strategic plans and processes focused on strengthening the SCDOT Alternative Delivery program.

Design Management and Development: Collaborates and leads all aspects of the design process through all phases on assigned alternative delivery projects statewide using appropriate design guidelines, and standards in accordance with processes outlined in the SCDOT Design-Build Procurement Manual.

Coordinates and assists with the development of Project Definition Reports (PDRs) to describe the project and its goals, constraints, and risks. Supports program manager to establish budgets and schedule parameters. Supports OAD to determine resource needs, work allocation, and training.

Develops and monitors project schedules. Ensures preconstruction alternative delivery engineer is aware of major project issues.

Alternative Delivery Contract Document Preparation and Evaluation Committees: Manages technical development of contract documents (RFQs, RFPs, special provisions, estimates, contract addendums) for design-build and other alternative delivery projects in accordance with the SCDOT Design-Build Procurement Manual, and serves on evaluation and technical committees. Participates and supports in procurement activities which includes reviewing and approving ATCs, and collaborating to resolve questions during procurement.

Design Reviews: Manages the technical review of plans and documents prepared by in-house staff, consultants, or the design-build team including design criteria, design plans, specifications, reports, and other applicable submittals.

Consultant Contract Management: Assists in the management of engineering consultant contracts including contract development, negotiations, cost estimating, and post-execution administration.

Construction Support/Contract Administration: Conducts design-build team performance evaluations.

Assists construction alternative delivery engineer and managers with contract management. Resolves complex engineering design and construction issues on projects and participates as needed in project construction meetings.

Program Improvements: Assists in maintaining and updating procurement manual processes and templates.

Participates on various committees to promote a strong culture of continuous improvement. Assists program manager in post-award project procurement debriefs. Performs other related duties as assigned.

Minimum and Additional Requirements

Transportation Engineer IV: A bachelor's degree in Engineering and seven (7) years of engineering work experience.

Necessary Special Requirement: Registration as a Professional Engineer by the South Carolina State Board of Registration for Professional Engineers and Surveyors. A valid motor vehicle operator's license is required.

The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel.

May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
