SUMMARY
Technical and professional work in the coordination and review of various activities of the Public Works Department and other County Departments as they relate to planning, design, and construction of public and private projects.
Under administrative direction, manage and coordinate the enforcement activities and operations of the Engineering Services Division within the Public Works Department including, but not limited to, excavation and fill, mining, right-of-way, stormwater management, and monitoring of construction activity.
In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.
ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AMD ABILITIES

Reviews site grading plans and/or surveys for compliance with the County Land Development Regulations and for consistency with approved storm water management plans.
Coordinates permit application process and requirements with other divisions, agencies, and departments.
Informs the public of code requirements and permit application process.
Researches, investigates, and resolves complaints and violations with the complainants and violators applicable to the Development Review codes.
Researches and responds to requests for service and public records requests in accordance with State disclosure guidelines, ensuring compliance with County codes through field inspections, correction notices, and/or enforcement action.
Investigates site compliance and\or code violations, of unauthorized/unpermitted activity for development of projects without approval, reviews and evaluates site zoning and permitted uses.
Issues notices of violation, stop work orders, and administrative citations; takes appropriate enforcement action based on inspection results; recommends solutions and/or mitigation measures; conducts follow up abatement procedures including preparation of correspondence.
Enforces violations of development orders, site plans, and County Codes.
Maintains records of complaints, violations, inspections, and dispositions.
Follows up on all complaints and violations until resolved.
Coordinates, and reviews case status with assigned staff involved in site compliance violations.
Reviews submitted plans, documents, permit applications to ensure they comply with the requirements outlined in violations.
Reviews and evaluates follow up inspection results and evaluates case status timeline before moving matter to next step in the enforcement process.
Coordinates field activities and investigations with Engineering Compliance Inspectors and other County Departments regarding planned inspections or related compliance issues.
Coordinates compliance inspections with property owners.
Reviews and/or issues Notice of Violations; prepares cases for prosecution.
Prepares materials and presentations for the Board, Magistrate or court hearings, and provide testimony regarding compliance action.
Coordinates office work and field investigations with other agencies to further enforce all County code compliance efforts.
Attends and testifies at Board hearings and court hearings as assigned.
Performs a variety of organizational tasks, investigations, and provides operational feedback and recommendations to the Engineering Services Division.
Works closely with other divisions, departments, and outside agencies.
Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of standard engineering principles, concepts and methodologies, practical knowledge of a wide range of technical methods, principles, and practices.
Knowledge of local, state, and federal permitting criteria for development projects.
Knowledge of excavation, fill, and mining, right-of-way, stormwater management, and property maintenance issues.
Knowledge of principles and practices of site compliance programs and development review processes.
Knowledge of pertinent federal, state, and local laws, codes, and regulations including current land use and development orders as they apply to site compliance enforcement.
Knowledge of principles of coordinating and training of onsite inspection performance.
Knowledge of procedures involved in the enforcement of codes and regulations, including methods and techniques of conducting and documenting field investigations.
Knowledge of legal procedures involved in the enforcement of stormwater regulations.
Ability to plan, organize, and coordinate activities to perform compliance inspections at construction sites, commercial/industrial businesses, and residential locations.
Ability to locate property using legal descriptions and maps.
Ability to interpret streets, roads, and bridges, public lands, and drainage ordinances.
Ability to research property history and access data using computer databases.
Ability to read and interpret surveys and construction plans.
Ability to apply principles of site planning and design.
Ability to investigate complaints.
Ability to deal with the public in adverse situations, exercising a high degree of tact, diplomacy, and persuasion.
Ability to use good judgement in seeking compliance.
Ability to communicate effectively with all types of people.
Ability to disseminate information to the public regarding codes and ordinances.

EDUCATION AND EXPERIENCE
Must possess a High School Diploma or equivalent and five (5) years of experience involving engineering, building construction, code enforcement, zoning, or planning.
Graduation from an accredited college or university with an Associate's Degree in Engineering, Surveying, or related field preferred.
Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
CERTIFICATES, LICENSES, REGISTRATIONS:
Must possess a valid Florida Driver's License
Possession of one (1) Florida Association of Code Enforcement (F.A.C.E.) in either Fundamentals of Code Enforcement, Administrative Aspects of Code Enforcement, Legal Issues in Code Enforcement or Officer Safety and Field Applications preferred.
