Pay Schedule I, Grade 28, Regular Schedule: 35 hours per week

A vacancy exists in the Department of Public Works/Bureau of Utilities, Pipeline Maintenance.

Examples of Duties

Under general supervision, performs complex and responsible professional engineering, design, simulation, and computational work. Manages capital improvement projects.

Examples of Essential Duties

  • Performs various work in the management of utility maintenance and repair projects, including project planning, work prioritization, managing crew workloads, managing project budgets, tracking project schedules, and resolving issues preventing work completion.

  • Manages project data submittals and provides quality control on work submitted by contractors or County field crews.

  • Reviews and coordinates the work of in-house staff, other County or government agencies, and consultants.

  • Investigates problems and recommends improvements for plans and specifications for major public works projects to mitigate future maintenance issues.

  • Designs new procedures for work prioritization and criteria for correcting operational deficiencies.

  • Operates computers and peripheral equipment to perform GIS work for project planning and research for problem solving around system deficiencies.

  • Collects, computes, and evaluates technical data for the operation of county-wide or county/city-wide utilities collections systems.

  • Assists other County staff with research in solving system deficiencies and issues preventing planned work completion.

  • Conducts field visits to investigate system deficiencies and confirm the need for planned work or determine necessary changes to project scope.

  • Analyzes engineering drawings to advise field crews.

  • Prepares estimates of the cost and quantity of materials required for maintenance and repair projects.

  • Prepares detailed statistical reports based on results from analyzer studies.

  • Recommends future locations, sizes, additions, and/or improvements to present utilities collection systems.

  • Participates in meetings with professional engineers, contractors, field staff supervisors, and consulting agencies.

  • Represents the County in meetings and correspondence with property owners, contractors, and consultants.

  • Prepares reports and records as necessary.

Qualifications

Possession of a high school diploma or an appropriate equivalent

Plus

Eight years' subprofessional engineering experience.

(Additional qualifying education may be substituted on a year-for-year basis up to a maximum of four years for the required experience.)

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferredqualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Examination Procedure

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Employees hired after July 1, 2022, are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Physical and Environmental Conditions

The work of this classification is essentially sedentary, with occasional walking, standing, and other limited physical activities including travel to various work sites.
