WHO WE ARE LOOKING FOR

A team-oriented, energetic individual with an engineering, construction, or project management background and a desire to learn.  The applicant should have strong organizational and communication skills, as well as a specific understanding of the complexities of planning, design, and construction work.

 The position requires individuals to be comfortable with working independently.   The applicant should have a background in site development, commercial and residential construction, and engineering principles and practices.  The applicant shall have a working knowledge of the engineering, architecture, or construction industries, (i.e., contractors and professional consultants) and be comfortable resolving disputes.  Applicants must have a wide variety of knowledge of software related to communication, construction, and information gathering and storage.

While the Engineering and Public Works Department is one of CBJ's largest departments, the General Engineering Division is a small team consisting of a Chief Engineer, an Engineer Associate, and an Engineer Assistant.  We work closely and collaboratively with the Community Development Department (Building, Administration, and Planning Divisions) and provide essential support to the CBJ Permit Center.

 The General Engineering Division provides professional engineering, construction inspection, and land surveying support to the Permit Center. The division is responsible for the review of permit applications for site and utility improvements, public assistance on-site grading and drainage projects, water and sewer service permits, driveway permits, and right-of-way permits.

The division provides field inspections for water and sewer service construction, site grading and drainage improvements, driveway construction, and right-of-way permit compliance. Inspection services include field observation, testing, and report submittals for new billing accounts.

The division also provides engineering and administrative services for the construction and/or repair of City and Borough infrastructure resulting from residential or commercial subdivision development. Services include review and approval of construction plans and specifications, contact administration of consultant inspection and soil testing services, dispute resolution, field inspection, and acceptance of the new or modified infrastructure.

The City and Borough of Juneau has a program for reimbursing expenses related to moving and relocation. This position may be eligible for such reimbursement, upon approval by the City Manager.

WORKING HOURS AND LOCATION

This position typically works Monday through Friday, 8am - 4:30pm with an hour lunch. Your office would be located in the Marine View Apartment Building, on the 4th Floor located at 230 S.

Franklin Street, Juneau, AK 99801. This position regularly performs site inspections and regularly works outdoors in cold and/or wet weather conditions.

DESCRIPTION OF WHAT YOU WILL BE DOING

Under the direction of the General Engineering Chief Engineer, the incumbent is responsible for inspecting for construction compliance with CBJ Standard Specifications and approved plans; maintaining inspection reports; and entering inspection information in a database. The inspections shall include, but not be limited to, the following types of construction:

Water Utility, Sewer Utility, Street Excavation Repair, Drainage Systems, Driveway Installation, and Building Site Grading. The incumbent will be required to file reports, plans, and maps as needed; issue right-of-way permits; and locate information for the general public. The incumbent will be required to learn and understand the appropriate portions of the CBJ Standard Specifications, Standard Details and Municipal Code. Level of supervision and level of independence will be commensurate to the level at which the position is filled.

Typical responsibilities include the following:

  • Reviews permit applications and plans and approves permit issuance for residential and commercial building permits for requirements on driveways, utility installation, excavations, pavement restoration, site grading, drainage, sewer, and water utilities installation.

  • Construction Inspection: performs professional observation of permitted work to verify compliance with applicable codes and permit requirements.

  • Responds to public complaints.

  • Attends public meetings to present engineering decisions on permit applications.

  • Responds to public and departmental inquiries and performs research on possible solutions to public and departmental concerns.

  • Analyzes General Engineering permit and business processes for methods of workflows and program design for efficiency in accessing permit tracking system and related software.

  • Other duties as assigned.

Engineering Assistant I

Education:  Graduation from high school or the equivalent.

Experience:  Three (3) years' experience practicing engineering or journey level construction experience in one or more of the following fields:  engineering design, drafting, surveying, inspection, construction management, materials testing, plan review, plan interpretation, or construction document preparation.

Substitution:  Post-secondary education from an accredited college in engineering, construction management or similar field may substitute for the required experience (3 semester or 4 quarter hours are equal to one month experience).

Requirements:  A valid Drivers' License at time of appointment and for continued employment.

Engineering Assistant II

Education:

Bachelor of Science or Bachelor of Arts degree from an accredited college in Engineering, Land Surveying, or Construction Management or a similar course of study.

Substitutions:  Progressively responsible experience in the practice of engineering, or journey level construction in one or more of the following fields:  engineering design, drafting, surveying, inspection, construction management, materials testing, plan review, plan interpretation, or construction documents preparation may be substituted on a year for year basis.

Examination:  Successful completion of either the Fundamentals of Engineering (FE) or Fundamentals of Surveying (FS) Examination may be substituted for the education.

Requirements:  Some positions require a valid Drivers' License at time of appointment.
