Summary

This position is located in CDOT / Engineering & Operations Division / Traffic Safety Section. This position will conduct and document field investigations, review site plans, investigate service requests, and perform technical analysis of moderate complexity to support Traffic Safety Section engineers. Must have a valid NC driver's license and ability to obtain City driving permit.

Major Duties and Responsibilities

  • Conducts field investigations for residential service requests for new or replacement signage, right-of-way obstructions, speed limit changes, and pavement marking service requests. Assists with responses to requestors with findings and/or additions/changes to existing request locations and keeps detailed records for each request in Cityworks.

  • Investigates and recommends traffic calming projects within neighborhoods based off City adopted policies and standards.

  • Conducts annual street lighting inventory to ensure streetlights on thoroughfares and collectors are functioning properly throughout the city.

  • Performs site plan review for compliance with transportation-related requirements, particularly in the field.

  • Performs internal support of review systems in the form of GIS and database data entry.

  • Provides internal project support by performing field data collection, analysis, and reporting under the guidance of an engineer.

  • Prepares detailed work orders for City crews or contractors to complete traffic control, signs, and pavement marking projects.

  • Assists Traffic Safety staff with entering geolocated crash data into crash data software program and reviews crash reports for quality assurance.

  • Performs other related work as required.

  • May require some after hours or weekend work.

  • Ability to speak/present in front of neighborhood groups or other groups as required

Knowledge, Skills & Abilities

  • Possess valid driver's license and ability to obtain City driving permit.

  • Some knowledge of civil engineering or traffic engineering principles, practices, codes, and ordinances.

  • Ability to establish and maintain working relationships with public and private agencies, contractors, and the general public.

  • Ability to read site plans, topography maps, and related designs.

  • Ability to perform field investigations in the roadway environment.

  • Ability to perform moderately difficult technical communications, to make estimates and compile moderately complex engineering or traffic engineering data.

  • Demonstrate strong written and oral communication skills.

  • Demonstrate an ability to communicate effectively.

  • Knowledge of and experience in the use of the Manual on Uniform Traffic Control Devices (MUTCD)

  • Proficiency in Microsoft Word, Excel, Outlook, and in Adobe Acrobat

  • Ability to communicate effectively with diverse groups of people both orally and in writing.

  • Demonstrates flexibility and adaptability to changing environments.

  • Ability to establish and maintain effective working relationships with employees, and the public by using good customer service skills.

ADA and Other Requirements:

  • Positions in this class typically require grasping, talking, hearing, seeing, and repetitive motions.

Physical Requirements:

  • Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, climbing, or walking for extended periods of time

  • Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks

  • Adequate vision, hearing, and speech required.

Sensory Requirements:

  • Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proofreading, data entry, tabulating data.

  • Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain.

  • Comprehensive written information in work-related documents.

  • Ability to hear, understand, and distinguish speech.

Working Conditions:

  • Work is performed in an indoor office environment with moderate exposure to atmospheric conditions; moderate exposure to environmental conditions (such as officers, community members, victims, etc.); and frequent exposure to computer screens, files, and phone.

Preferred Qualification

  • Graduation from high school with 3 years of experience

  • 2 Year Degree with one year of experience

  • Experience (in-field or office) in engineering or traffic engineering work.

  • Experience in communicating with the public in a customer service capacity

Minimum Qualifications

Associate's Degree and one year of relevant work experience

Conditions of Employment

The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
