Purpose of Position
The engineering analyst provides financial analysis, budget management and planning, project and materials expediting, and project scheduling and support for projects relating to additions and repairs along the Kern River pipeline system. This position helps ensure that budgeting and project support activities are conducted efficiently, accurately, and in a timely manner in support of company goals, schedules and budgets.
Provides Support to the Following Positions
Director of engineering services & integrity management; managers of engineering, technical services, integrity management, pipeline safety, land and environment and staffs; director of operations and staff; vice president, operations and engineering.
Primary Job Duties and Responsibilities (Essential Job Functions)
Under periodic supervision and using company systems, provides services in support of engineering projects and division/department budget management and planning. Work tasks are varied and projects are of varying complexity requiring the application of standard techniques, procedures, and criteria.
Routine assignments completed independently. Some evaluation and fundamental judgment in the following job duties is required.
Budget Management and Planning: Generates and tracks authorizations for expenditures (AFEs) and work orders associated with budget items.
Coordinates and facilitates the annual and long-range capital and expense budget process and information for engineering. Generates and analyzes monthly reports on budget versus forecast and updates projected cash flows for construction projects based on actual and committed costs. Monitors projects related to budget status, completion status, and other milestones.
Project Planning and Support: Assist in development and perform reviews of detailed cost estimates of engineered pipeline projects.
The reviews are performed to assure the consistency and accuracy of the estimates. Assists in development of project schedules including critical milestones. Perform post construction cost reviews.
Assists the project managers and engineers in bid analysis. Performs administrative activities necessary for the effective management of projects, including maintaining files, databases, and resolution of issues as directed.
Procurement: Assists procurement in obtaining preliminary quotes.
Assists procurement in expediting materials and equipment on construction projects. Reviews exception reports to track material which has been invoiced but not delivered/received.
Material Reconciliation: Supports engineering in closing of capital and expense projects. Ensures projects are closed in an efficient and timely manner.
General: Produces management reporting information and performs any additional responsibilities as requested/required or as independently determined.
Relies on established guidelines and/or limited direction. Utilizes existing skills to fulfill written communication requirements including letters, memos, reports, statistics, project documentation, and other studies as requested.

A bachelor's degree in business administration, accounting, engineering, engineering technology, construction management or related field, or equivalent work experience. (Typically four years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.)
Four or more years of successful pipeline industry engineering experience in accounting and construction management roles on large construction projects.
Strong spreadsheet skills, e.g., Excel, and aptitude to effectively use proprietary and database software. Experience with project scheduling software, e.g., Microsoft Project. Intermediate computer skills in Word, Outlook.
Strong research and analytical skills and knowledge of financial analysis methods and tools.
Knowledgeable in the areas of design, estimating, construction, regulatory process, and financing of gas pipeline systems.
Knowledgeable in accounting applications such as, Oracle, and Power Plant.
Project management and organizational skills; the ability to prioritize and handle multiple issues and projects concurrently.
Excellent oral and written communication skills, including presentation and negotiation skills.
Good organization, effective problem-solving and interpersonal skills.
Ability to prioritize and handle multiple issues and projects concurrently. Willingness to take on a variety of responsibilities to support Kern River's business needs.
Ability to travel to remote locations (generally requires a valid driver's license).
Travel and work outside standard work hours as required.
