This position provides technical support to the City's Engineering Division including, customer service, field inspection, plan review, database management, and evaluation of City's infrastructure for preventive and corrective needs and new construction.

This is an AFSCME, Local 2491 position.

  • Assists with current projects by preparing maps and performing research, inspections, surveying, and staking.

  • Researches and responds to public inquiries on easements, land divisions, roads, pathways, sidewalks, traffic calming, and public infrastructure concerns.

  • Retrieves, reviews, enters, or edits data within the City's asset management and Geographic Information System (GIS) programs for accurate reporting and record keeping.

  • Reviews land division plans, as-builts-preliminary plans, and other plans submitted to the City for permit approval.

  • Assists with developing  maps, project plans, and cost estimates.

  • Maintains files and documentation for public and private development projects.

  • Attends pre-construction meetings, project progress meetings, committees, etc. and updates the project tracking items.

  • Conducts research on traffic related issues pertaining to sight distance, corner clearance, and subdivision entrance sign locations. Communicates with residents and between departments to ensure safety requirements are met and City ordinance is followed.

  • Inspects sidewalks and identifies areas in need of replacement, communicates with residents, and schedules work with management personnel.

  • Evaluates and assesses the City roads to determine the condition rating using the pavement management software  system.

  • Other duties as assigned.

MINIMUM REQUIRED QUALIFICATIONS

  • High School Diploma/GED equivalent with three (3) years related experience.

  • Valid Michigan Driver's License with no more than four (4) points currently on record.

  • Basic proficiency with office computers and related business applications.

PREFERRED QUALIFICATIONS

  • Associate's Degree in a related field.

  • Experience with recent version of Computer Aided Design (CAD).

  • Experience with survey equipment.

  • Working knowledge of Geographic Information System (GIS).

  • This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.

  • Work has standard vision requirements.

  • Hearing is required to perceive information at normal spoken word levels.

  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.

  • Duties are performed daily both in and outdoors under all weather conditions and include exposure to inclement weather, noise, heavy traffic conditions and exhaust fumes.

Performance Test:  To evaluate skill with Excel, Word and Powerpoint (70% passing).

Oral Evaluation of Qualifications:  To evaluate technical knowledge, decision-making/problem solving skills, employment history, communication skills, and other factors related to successful performance in this position.

Note Regarding Starting Wage:  Each position at the City of Rochester Hills has an assigned Pay Grade consisting of 6 steps.  New employees generally start at Step 1 to allow for growth and wage progression, aligned with the City's annual review process. The City will evaluate the applicant's skills and experience to determine whether a higher Step placement is appropriate.
