The Role:

This position is responsible for supporting the construction project team within the Capital Planning department, by job and project shadowing, learning the standards and practices of their position, and developing project management skills to assist in their development for future career opportunities. This role is also responsible for foundational skill development in apply engineering, mapping and surveying skills to maintain our line utilities locate drawings while also ensuring we meet all legal obligations associated with Utility Locates. This job requires basic knowledge of underground utilities, building systems, and overall site features in order to maintain our underground utility maps. This position requires the utilization of high tech Trimble survey equipment and the related engineering software to take GPS shots and document new or newly excavated utilities. This primarily responsible for the full-time organization and coordination of mapping documents and to provide support to the day-to-day operations of the Capital Planning and Projects unit of the Facilities Management Department. Job Duties

Capital Planning Mapping Operation:

  • Responsible primarily for coordination of the Capital Planning mapping operation which includes the full-time organization and coordination of mapping documents utilized by Capital and Facilities Management Department (FMD) and ensuring digital and hard copy files are updated on a consistent basis based on as-built conditions of utilities, man covers, flow direction distinction, (x,y,z coordinate verification) valve locations, dead heads, underground structures, supporting photography documentation and other pertinent to mitigating risk in any all underground excavation by CWU or 3rd party entities.

  • Coordination of field documentation includes, locates rights-of-way, topographic features, property lines, corners and boundaries; makes notations for office computation, checking and mapping; analyzes record survey data and recommends positions.

  • Utilize the associated databases and spreadsheets dealing with the collection and generation of the same surveying data (including data input, export, manipulation and graphical presentation).

  • Coordinate the drafting, checking, filing and distribution of maps prepared that depict the results of the field surveys.

  • Interpret field data, recorded surveys, deeds, and original campus surveys & contractor as-builts.

  • Coordinate mapping efforts between student staff and FMD and Capital managing personnel to ensure their field activities, documentation, utility verification and locating are consistent with CWU standards supporting the previous responsibilities.

  • Interpret field data and/or identify field data that needs to be confirmed by mapping students information.

  • Work with department Cartographer on update of departmental files and assigning duties to student staff.

  • Conduct field surveys as applicable or needed and/or coordinate field survey party.

  • Independently apply knowledge of department and university policies, state and federal guidelines.

  • Support the day-to-day operations of the Capital Planning and Projects unit of the Facilities Management Department.

  • Attend meetings as Capital Planning mapping representative.

  • Ensure that utility locate description and maps are created, dispersed to facilities management shop staff and physical locates are completed within the legal timeframe required by Washington State.

Construction:

  • Assist in the oversight of all construction project activity, including pre-planning project cost control, construction, and warranty to ensure contractual compliance.

  • Follow directions as issued by construction coordinators.

  • Read and understand construction plans, specifications, submittals and other related documents.

  • With assistance, prepare cost estimates and schedules for construction, modification of campus-wide facilities, grounds and infrastructure.

  • Shadow Construction Project Coordinators periodically monitoring day-to-day construction activities and progressively learn project operations, and CWU design and construction standards by job and project shadowing, learning the standards and practices of their position, and developing project management skills to assist in development for future career opportunities.

  • Periodically shadow FMD shop supervisors to gain knowledge of CWU operational systems. Participate in Capital planning training and other career development opportunities.

  • Work with multiple campus stakeholders and 3rd party entities in the completion of project related task and reporting of project progress with stakeholders.

Lead Student Employees (2-3 students):

  • Check and assign work of student employees.

  • Develop onboarding resource information for staff working with sensitive information.

  • Coordinate communication network between student staff and Capital Planning project coordinators to capture time sensitive excavations around campus.

  • Conduct infield training with students and contractor construction team on construction progress; assist with training as needed.

  • Work with mapping student to ensure field accuracy of utility surveys.

  • Perform other duties as assigned.

Minimum Qualifications

  • Bachelor's degree in construction management, architecture, or engineering, or closely related field.

  • Knowledge of:

  • land surveying and mapping principles, procedures and practices;

  • basic statutes and other law pertaining to the establishment, locating, dividing and defining of corners, monuments, lines, and boundaries of land;

  • professional standards of land surveying and mapping.

  • Experience with working on and completing observation task construction projects.

  • Knowledge of survey and mapping applications (AutoCAD,Pathfinder, bluebeam, etc.) including capturing coordinates X, Y, Z.

  • Ability to give directions and collect information associated with mapping details.

  • Progressively responsible experience in a business or office setting which includes drafting/editing/maintenance of complex construction documents (drawings, specifications, operation and maintenance manuals, warranties).

  • Demonstrated ability for work with Construction project coordinators and execute tasks assigned, with demonstrated ability to expand comprehensive of progressive construction task

Experience using Microsoft Office software (Word, Excel, and PowerPoint) and/or similar software to create and edit complex documents (reports, news releases), create, modify, and format spreadsheets, and prepare professional presentations.

  • Demonstrated willingness and/or experience working with students and/or co-workers from a wide range of abilities, backgrounds and experiences.
  • OR applicable combination of education and/or experience which demonstrates the ability to perform the essential functions of the position.

Preferred Qualifications

  • Experience with capital projects.

  • Willingness to learn new technologies and software such as Asset Works AiM project management system.

  • Knowledge of construction software such as: AutoCAD, Bluebeam, Revit, Procore, NewForma, Prolog.

  • Certification as a registered Land-Surveyor-In-Training.

  • Experience performing land survey work, including as a skilled land survey technician at, equivalent or higher level such as instrument technician, skilled drafter/computer or survey records researcher/analysis.

  • Experience working in construction.

  • Experience or interest in mentoring students from a variety of backgrounds.

  • Potential to mentor and educate students who will serve diverse populations.

Pay, Benefits, & Work Schedule

Salary: This position is based on the range 48 of the Washington State Classification Listing, which has a minimum annual salary of $50,328 and maximum annual salary of $67,716. In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidate's current experience, education, skills, and abilities related to the position.

Schedule/Appointment: Monday - Friday, 8:00am-5:00pm (1 hour lunch) / WFSE Bargaining Unit 1 / Project appointment with an anticipated end date of June 30, 2025

Working Conditions: Work is split between indoor office setting and outdoor setting. It is essential to be able to perform periodic data entry and other computer-related tasks and create/maintain filing systems for departmental records. Some evening or weekend work and/or occasional travel may be required. This position may work outdoors in coordination with contractors, and at times hot/cold/noisy/dirty/wet/confined areas such as mechanical rooms, manholes and excavations, and may need to physically access work areas with the equipment and tools necessary for observation or coordination of the job. This position is considered an essential position and availability will be required to respond to University emergencies.
