Role and Responsibilities

  • PCS is responsible for the purchase, installation, set-up, maintenance, improvement, and removal of vacuum pumps (P), chillers and heat exchangers (C), and gas abatement scrubbers (S), used by the main process equipment for all groups.

  • This position is an engineering position on our Operations Engineering team.

  • The operations team is responsible for supporting the operations technician team to resolve non-standard or complex problems, integrate engineering project implementations and improve key performance metrics for the department.

  • The right engineer for this position will demonstrate a passion for resolving complicated operations issues as well as developing and implementing engineering improvements.

  • Become subject matter expert (SME) in PCS.

  • Perform regular review of work performed on PCS equipment. This will include things like:

  • Field Audit: In field spot checks of tasks being performed, ensuring adherence to SOP and training.

  • Pass-down: Review check sheets, equipment tracking documents, technical data and pass-down details.

  • Meeting review: Attend PCS passdown, and vendor meetings to monitor for issues.

  • Create and update new/existing maintenance procedures (SOP's) based on the need for continual improvement.

  • Support the immediate resolution of any issue on your equipment that is escalated to you from our Operations Department, due to its abnormality or complexity.

  • Project management responsibilities will include data analysis and troubleshooting of long term or recurring issues, developing technical improvement ideas, working with Technician counterpart to implement.

  • Generate unique/novel project ideas for improvement, perform feasibility tests, seek approval for budget and implementation, and implement required steps in order to make the desired change.

  • Coordinate between engineering, operations groups and equipment vendors to complete scheduled and unscheduled maintenance tasks.

  • Specific tasks may require specialized PPE including use of airline respirator.

  • Work days and hours: M-F, 1st Shift.

Skills and Qualifications

  • Bachelors of Science in Engineering or related field required.

  • At least 5 years of related experience.

  • Semiconductor or high volume manufacturing experience preferred.

  • Extensive experience as equipment engineer, or with equipment ownership experience(R&M) required.

  • Previous experience with vacuum pumps, refrigerant based chillers, or gas abatement scrubbers preferred.

  • Position requires good technical knowledge electro/mechanical equipment.

  • Working knowledge of MS Excel and Power point.

  • Ability to effectively communicate both orally and written.

  • Self-motivated, detail oriented, and in need of little to no direction.

Will assist the PCS DEC in creating a new unit and hire staff to perform the following functions: Creates and disseminates policies and procedures for contract management and monitoring; develops templates, forms, and tools for contract managers; provides support, oversight and assistance to ensure contracts are being managed and monitored effectively; ensures contract managers have adequate training and access to relevant information and requirements; communicates with all stakeholders regarding contract management and monitoring practices; coordinates agency-wide contract management initiatives; and works with the SCOR (System of Contract Operation and Reporting) team to implement contract monitoring and management initiatives. Works under minimal supervision with extensive latitude for the use of initiative and independent judgement. Essential Job Functions: Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Develops and manages standard operating procedures and desk aides for contract managers. Creates, manages and updates templates, forms and documentation related to contract management and monitoring. Provides assistance and support for contract managers on questions related to contract management and monitoring processes, tools, and requirements Researches and documents best practices based on the work of experienced contract managers to create an online knowledge bank and 'Frequently Asked Questions' for employees to access helpful information and obtain guidance. Implements and coordinates relevant statutory/legislative/agency changes and disseminates information to all areas in a timely manner. Serves as a liaison between various support programs regarding contract management and monitoring to assist with troubleshooting, escalation of contract issues and adverse actions. Provides consultation to program areas with implementing recommendations from audit findings related to contract management and monitoring practices. Works with a team of procurement and contracting professions to initiate, manage, and perform contract management and monitoring activities to determine if solicitations, templates, terms and conditions, and affirmations are in compliance with agency policies and applicable state and federal laws and regulations. Participates in the analysis of contract management issues and oversees the preparation of reports of findings and recommendations. Participate in HHS System procurement and contracting workgroups and steering committees, as assigned. Coordinates with the PCS Communications Specialist on messaging policy and procedure changes agency-wide as well as the PCS Training Team to educate agency staff on all changes before implementation. Assists with other issues raised by the Deputy Executive Director of Procurement and Contracting Services and/or the Chief Operating Officer. Knowledge Skills Abilities: Knowledge of State procurement and contract laws including the State of Texas Procurement and Contract Guide. Skill in developing procedures, templates and processes.
