Position Overview

This position is accountable for the planning, implementation, and coordination of Day Labor projects statewide involving construction, reconstruction, specialized and emergency repair of road/bridges, and related facilities on the state highway system.

Essential Functions

  • Directs the Repair Projects Unit in the accomplishment of specialized road/bridge maintenance repair projects.

  • Ensures the economical completion and acceptance of Day Labor projects for compliance with the State of Illinois Standard Specifications for Road and Bridge Construction.

  • Participates in the development of the annual Day Labor program and work schedule.

  • Makes field investigations and evaluations of road and bridge damage. Responsible for decisions and recommendations with respect to the safety of materials, protection of structures, and both temporary and permanent repairs.

  • Keep abreast and utilize the latest developments in the field of construction and maintenance engineering to ensure the department is providing the highest level of services to the traveling public.

  • Ensures prospective workmen job opportunities through the provisions of the EEO Act and to interpret and enforce provisions of the OSHA.

  • Prepares special reports concerning field operations and personnel as requested by the Engineer of Day Labor or Bureau Chief of Central Operations.

  • Serves on special committees as assigned by the Engineer of Day Labor or Bureau Chief of Central Operations.

  • Trains, assigns, and evaluates staff and ensures compliance with all departmental safety rules, practices, and procedures.

  • Performs duties in compliance with department safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.

  • Performs other duties as assigned.

Minimum Qualifications

  • Current registration as Licensed Professional Engineer in the state of Illinois.

  • Eight years of experience in civil engineering.

  • Three years of supervising staff and managing engineering functions.

Preferred Qualifications

  • Working knowledge in bridge design, bridge construction, and/or bridge inspection.

  • Working knowledge of operations and/or construction.

  • Effective oral and written communication skills.
