This posting will be used to fill a full-time, permanent, supervisory managerial engineering position involved with the review of new and existing building and other structures. Work pertains to the assignment, and coordination for reviews of construction and engineering documents involving the design of buildings or structures for compliance with adopted county construction codes.

NATURE AND VARIETY OF WORK

Work requires considerable contact with county officials, community representatives, architects, engineers and design personnel, and other government agencies in the development process.

Work involves responsibility for planning, organizing, and directing the work of architectural plan reviewers, engineers, and technical office support staff. Architectural and engineering projects include areas such as: construction plan review process; overseeing and coordinating the review of building systems, components, and construction plans for industrial, commercial, and residential structures and related permits.

The complexity of work requires ensuring projects meet time schedules, construction code, permit requirements, quality standards and customer satisfaction.

Work requires extensive knowledge of Building, Plumbing, Mechanical, Electrical, Life Safety Codes and Engineering principles and practices.

This position involves keeping the department informed on the latest technological and operational advancements in a specific code and engineering arena.

Work is performed with considerable independence and minimum guidance from a higher level supervisor, in making technical and personnel decisions and is performed in accordance with departmental policies, objectives and professional standards.

The work is primarily sedentary, but at times requires physical effort and exposure to the outside in visiting project work sites. Work is evaluated for its timeliness, thoroughness, quality and effectiveness in managing staff.

Maintain frequent contacts with engineering/architect firms to ensure projects meet code requirements for structures, project design, engineering, architectural plans, schedule, and work.

Provide oversight in the review of county construction codes/specifications.

Supervise the work of plan reviewers and engineers assigned to projects and reviews for project design, engineering, architectural plans, and specifications, modifications, and additions.

Provide guidance concerning construction materials and any changes to be made by the architects and engineers.

Review project plans for conformance to the adopted county codes and standards.

Work closely with staff from other departments and outside agencies to ensure an effective working relationship.

Provide technical support to develop new policies and procedures for new products, methods, and specifications.

Make presentations to community leaders, elected officials, and management.

Ensure timely and accurate completion of plan reviews.

Provide technical advice to staff.

Attend meetings and prepare correspondence to resolve issues, present, discuss recommendations and consider alternatives, and resolve problems.

Manage, coordinate, and supervise the technical plan review of all commercial, industrial, and residential developments, including building permits and subdivisions in compliance with the County code and regulations.

Monitor permit activities, and review to ensure all County standards and regulations are coordinated through different review teams.

Provide liaison between the state, private citizens, developers, consultants and the County to handle questions and resolve problems.

Provide and review architectural and engineering evaluations for code modification requests.

Write manuals, prepare correspondence and prepare draft legislation as appropriate.

KNOWLEDGE, SKILLS, AND ABILITIES

Extensive knowledge and experience in specific areas related to construction plan review, regulations and specifications.

Extensive knowledge of applicable local, state, and federal design standards and permitting.

Extensive knowledge of applicable construction methods and practices, and interacting with high level government officials and private sector representatives.

Extensive knowledge of written, oral and electronic communications related to construction documents.

Extensive knowledge of principles and practices applicable to the area of assignment.

Extensive knowledge of the materials, equipment, methods and techniques.

Extensive knowledge of mechanical and hydraulic engineering principles.

Extensive knowledge of sources of authoritative information in the area of assignment.

Ability to interpret and prepare technical designs, specifications, communications and reports.

Ability to convey key aspects of technical project characteristics to public officials, private sector representatives, and citizens.

Ability to recognize and learn changes in engineering technical and regulatory requirements pertaining to the design and construction of the built environment.

Ability to manage multiple projects.

Ability to use a personal computer to prepare technical communications and manage technical data bases.

Ability to tactfully deal with people effectively and equitably.

Ability to communicate effectively both orally and in writing.

Ability to attend meetings and/or perform work at locations outside of the office.

Minimum Qualifications:
A bachelor's degree from an accredited four-year college or university with a degree in engineering or a related field; two (2) or more years administrative and lead, advanced, or supervisory work experience; state registration as a professional engineer; and a valid non-commercial Class C motor vehicle operator's license.

Supplemental Qualifications:
Preference will be given to candidates that possess a current ICC certification as a Plan Reviewer or are a current Certified Building Official (C.B.O.).
