About this position:

Is responsible for providing direct and vital support for the revision and creation of Non-Standard items under the Specifications & Standards Engineer, who is the guardian of the state's standard specifications for roads and bridges. Helps the Specifications & Standards Engineer prepare and maintain the Louisiana Standards Specifications for Roads and Bridges (standard specification), special provisions, supplemental specifications, bid forms, bond forms, schedules of pay items, construction proposal checklists, and miscellaneous documents but focuses primarily on the Non-Standard items. This position provides information and advice to engineering consultants and the districts concerning the availability and content of special provisions and other technical matters, including the proper use of pay items, asphalt cement prices indices, and other specifications-related questions.

The Engineer Intern Applicant position can only be filled as a temporary Job Appointment. A job appointment is a temporary appointment that may last up to 48 months.This position may be converted to a probational appointment in the future once the Engineer Intern certification is acquired. For this level, please attach a copy of your college transcript.

This position may be filled as probational, job appointment, detail to special duty, or promotion of a current DOTD employee.

Bi-weekly Special Entrance rates have been established as follows:

Engineer Intern 1  $2,115.20Engineer Intern 2   $2,263.20Engineer 3   $2,671.20Engineer 4   $2,952.00Engineer 5   $3,158.40

The actual starting salary depends on the education and experience of the selected applicant.

As part of Career Progression Group, vacancies may be filled from this recruitment as an Engineer Intern Applicant, Engineer Intern 1 or 2, Engineer 3, Engineer 4, or Engineer 5 depending on the level of experience of the selected applicant. The maximum salary for the Engineer 5 is $126,256.

Required certification for applicants interested in qualifying for Engineer Intern 1 or 2: Engineer Intern Certificate in the state of Louisiana.

Required License for applicants interested in qualifying for Engineer 3, 4, or 5: Professional Engineer License in the state of Louisiana. 

If selected, applicants with engineering licenses in other states will be required to attain a Louisiana engineering license prior to the date of hire.

No Civil Service test score is required in order to be considered for this vacancy.

MINIMUM QUALIFICATIONS:

Eligibility for a Louisiana Engineer Intern Certificate.

NOTE: This is a temporary position to be utilized while the incumbent is securing a Louisiana Engineer Intern certificate. Permanent status shall be denied to incumbents occupying this position.

NOTE: Any college hours or degree must be from an accredited college or university.

FUNCTION OF WORK:

To apply scholastic theory and elementary engineering skills to a variety of tasks involving standard procedures and practices in the field, office, or laboratory in order to acquire practical experience for licensure.

LEVEL OF WORK:

Entry.

SUPERVISION RECEIVED:

Close from a higher-level engineer.

SUPERVISION EXERCISED:

Functional supervision may be exercised over Engineering Technicians.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineering Technicians and other related jobs by the presence of responsibility for applying engineering principles under close supervision.

Differs from Engineer Intern 1 by the absence of a Louisiana Engineer Intern Certificate.EXAMPLES OF WORK:

Helps the Specifications & Standards Engineer prepare and maintain the Louisiana Standards Specifications for Roads and Bridges (standard specification), special provisions, supplemental specifications, bid forms, bond forms, schedules of pay items, construction proposal checklists, and miscellaneous documents but focuses primarily on the Non-Standard items. This position provides information and advice to engineering consultants and the districts concerning the availability and content of special provisions and other technical matters, including the proper use of pay items, asphalt cement prices indices, and other specifications-related questions.

Incorporates prevailing current technology in the highway and bridge construction industry.

While in an official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations and DOTD policies, procedures, manuals, and directives.

DUTIES AND RESPONSIBILITIES:
70% Specifications:

  • Writes, reviews, edits, publishes, and distributes Non-Standard Specifications, specialty items, supplemental specifications, construction proposal forms, and contract forms for use in statewide highway and bridge construction and maintenance contracts let by the department and other contracting agencies.

  • Coordinates the development of draft specifications, contract forms, and related technical documents with other DOTD planning, engineering, construction, maintenance, and legal staff, the Chief Engineer, and FHWA.

  • Receives review comments from DOTD staff and makes appropriate recommendations to the Specifications & Standards Engineer to resolve comments.

  • Assists in preparing and distributing final specifications, contract forms, and correspondence.

  • Assists the Specifications & Standards Engineer in maintaining the Louisiana Standard and Specifications for Roads and Bridges by writing and coordinating the preparation, review, publication, and distribution of periodic editions of the state's standard specifications book. These specifications are highly complex, multi-disciplinary, and incorporate the prevailing technology in the highway and bridge construction industry.
    10% AASHTOWare: Independently develops and maintains the AASHTOWare Project Preconstruction Master Item List used by design and construction personnel for the bidding and payment of various items of work on construction and maintenance projects.
    10% Public Access:

  • Initiates actions to download all specifications, special provisions, supplemental specifications, bid and contracts forms, checklists, and schedule of pay items onto the DOTD intranet and internet websites.

  • Ensures that all specifications-related items are available for public access and are always current.

  • Ensures all public records requests for the Publications Unit are completed.
    5% Technical Manual & Document Manager Assistance:

  • Assists the Technical Manual & Document Manager with reviews of new and revised standard plans received from other technical sections, including, but not limited to, Road Design, Bridge Design, Hydraulics, and Traffic Services, to determine conformity with the standard specifications, special provisions, and design policy standards.

  • Assists in organizing and facilitating the review, approval, and implementation process for revisions to the standard plans with the Standard Plans Review Group per DOTD policy.

  • Provides review comments to the responsible technical section and obtains the approval of the Chief Engineer for the final standard plans.

  • Aids in preparing, maintaining, and distributing the standard plan index and portfolio of standard plans throughout DOTD and to the districts and consultants' engineers in coordination with the Technical Manual & Document Manager.
    5% Other Duties: May be required to perform other duties as necessary, including, but not limited to, emergency/disaster support activities.
