About this position:

The primary responsibilities of the Traffic Engineering Division are to design and review traffic control devices, traffic studies/reports, and roadway geometric features for state roadway projects. This position serves as a Traffic Engineer with knowledge of the study, design, construction, operation and maintenance of traffic control devices including traffic signals, pavement markings, and signs, as well as geometric road features such as roadway horizontal and vertical geometry, intersections, islands, interchanges, and medians.

The incumbent must have knowledge of the Manual on Uniform Traffic Control Devices (MUTCD), Standard Plans, Standard Specifications, Engineering Directives and Standards Manual (EDSM), Highway Capacity Manual, DOTD Traffic Engineering Manual, DOTD Traffic Signal Design Manual, DOTD Traffic Sign Manual, and Federal policies and guidelines. In the performance of duties, the position c01Tesponds with the general public, consultants, other engineers in the Department, other state agencies, and local and statewide political leaders. The Engineer Intern Applicant position can only be filled as a temporary Job Appointment. A job appointment is a temporary appointment that may last up to 24 months. This position may be converted to a probational appointment in the future.

Engineer Intern Applicant - $24.04/hourly - Eligibility for a Louisiana Engineer Intern Certificate. For recruitment purposes, applicants who are within 90 days of graduating with an Engineering degree will be allowed to apply for this position.

The hire date will not be prior to conferral of the degree. An official transcript will be required upon hire.

Engineer Intern 1 - Special Entrance Rate (SER) $26.44/hourly.   Possession of a current Louisiana Engineer Intern Certificate.

Engineer Intern 2 - Special Entrance Rate (SER) $28.29/ hourly.  Possession of a current Louisiana Engineer Intern Certificate plus one year of professional engineering experience.  

Engineer 3 - Special Entrance Rate (SER) $33.39/hourly.  Possession of a current Louisiana license to practice professional engineering.

Engineer 4 - Special Entrance Rate (SER) $36.90/hourly.  Possession of a current Louisiana license to practice professional engineering plus one year of licensed engineering experience OR five years of professional engineering experience.

Engineer 5 - Special Entrance Rate (SER) $39.48/hourly.  Possession of a current Louisiana license to practice professional engineering plus two years of licensed engineering experience OR six years of professional engineering experience.

FUNCTION OF WORK:

To apply scholastic theory and elementary engineering skills to a variety of tasks involving standard procedures and practices in the field, office, or laboratory in order to acquire practical experience for licensure.

Entry.

SUPERVISION RECEIVED:

Close from a higher-level engineer.

SUPERVISION EXERCISED:

Functional supervision may be exercised over Engineering Technicians.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineering Technicians and other related jobs by the presence of responsibility for applying engineering principles under close supervision.

Differs from Engineer Intern 1 by the absence of a Louisiana Engineer Intern Certificate.

DUTIES AND RESPONSIBILITIES



(35%)     The position functions as the project manager for the design of project plans for the construction of traffic control devices including guide and regulatory signs, pavement markings, traffic signals, and roadway geometric features. The position utilizes CAD software to prepare plans including title sheets, summary sheets, quantity sheets, plan sheets, and special details.

The position prepares cost estimates, prepares shop drawings, and calculates signal timings. The position also reviews and develops roadway geometry to ensure it meets DOTD policy and national design guidance for geometric design. This range of expertise includes routine through highly complex traffic control and roadway design projects.



 (35%)     The position functions as a task manager for the review of traffic control (work zone), signing, traffic signals, and project permits. The position prepares and reviews traffic-engineering reports/studies requiring the collection and interpretation of field data.

Performs routine to highly complex engineering calculations to detem1ine roadway horizontal and vertical geometric features that in some cases may include developing solutions to geometric, environmental, cost, traffic control and traffic maintenance constraints. Utilizes traffic-engineering software to determine signal timings, traffic measures of effectiveness, and sign shop drawings. Also uses CAD Software to review and develop geometric solutions to plans for the proper selection and placement of geometric and traffic control devices, and other software including but not limited to web-based, mapping/GIS software. Attends public meetings to assist the project team



 (20%)     The position assists with the development of Department policy through the interpretation of State and Federal publications. This position prepares Standard Plans, typical details, special details, and plan sheets for inclusion in project plans. Evaluates nonstandard design, reviews designs developed by other design professionals and recommends approval of design exceptions in cases where design decisions fall outside national guidance for standard practice.



 (5%)     The position provides technical guidance by assisting in the writing of Traffic Engineering scopes for other sections of the Department such as project management, planning and environmental and for local mm1icipalities and developers. The position trains other lower level staff in providing their expertise in traffic analysis software and other traffic engineering techniques.



 (5%)     May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, Rules Regulations, as well as DOTD policies, procedures, manuals and directives.
