This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

The Project Control Engineer has the technical responsibilities of assisting the Highway Program Engineer with the creation and update of all projects within the Enterprise Resource Program of the LaGov System.  LaGov is a centralized data storage system that uses a universal computing platform, thereby allowing its users to tract various types of data using one, single system.

With regard to the Highway Construction Program, the incumbent is responsible for gathering and disseminating pertinent engineering and cost estimate data to the project selection teams and for working with the teams to develop a program for each project type.  This involves a thorough knowledge of the pre-construction process, the time requirements to complete each pre-construction phase, cost estimating, funding categories and eligibility, as well as the ability to motivate a large number of people in order to complete preparations of the Highway Priority Program in a timely manner.

 The incumbent is responsible for the continual maintenance of data on the Letting Schedule and for ensuring that the status for pre-construction activities is kept up-to-date for all Highway Priority Program projects. The maximum salary for the Engineer 5 is $126,256. Required certification for applicants interested in qualifying for Engineer Intern 1 or 2: Engineer Intern Certificate in the state of Louisiana.

To apply scholastic theory and elementary engineering skills to a variety of tasks involving standard procedures and practices in the field, office, or laboratory in order to acquire practical experience for licensure.

JOB DISTINCTIONS:

Differs from Engineer Intern Applicant by the presence of a Louisiana Engineer Intern certificate.  The incumbent is responsible for the continual maintenance of data on the Letting Schedule and for ensuring that the status for pre-construction activities is kept up-to-date for all Highway Priority Program projects.  While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws and regulations, as well as DOTD policies, procedures, manuals and directives.

Responsible for maintaining the Project Management System and Letting Schedule database. Uses expert knowledge of the pre-construction process to continually monitor and analyze the status of projects insofar as the completing dates and percent complete for various activities, the cost estimate for engineering, right-of-way, utility relocations and construction and the proposed date for letting of the various construction phases.

 Based on this expertise the incumbent must determine the effect of delays in any activity on the overall timeline of the project and must advise the DOTD Project Development Chief of this determination so corrective action can be taken. Failure to correctly analyze these affects could result in the project not being let to contract in the timeframe in the Highway Construction Program as approved by the Legislature.  Reviews project status with project managers, program managers, DOTD Development Division Chief and various other DOTD administrators, receives and disseminates information relative to project schedules and cost estimates.

 Advises project managers and others involved in the process of potential problem areas, of errors, discrepancies or omissions in the information or of any changes in the schedule of cost of specific projects being developed.  Attends meetings, conferences and seminars to keep current and/or advise others on any changes in state and federal guidelines that relate to the funding and scheduling of highway projects.

Provides assistance to the Highway Program Engineer in the development of the Highway Construction Program and the STIP (State Transportation Improvement Plan).  Utilizes the latest technology in order to collect, analyze and verify data.  Makes recommendations to the various Project Selection Teams insofar as funding availability, status of projects in each of their programs, deadlines for receipt of their input and compliance requirements.

 Uses expert knowledge of state and federal guidelines and the pre-construction process and projects being developed to comply with R.S. 48:233.  Determines the reason for delay to any project that has been approved for construction by the Legislature and documents the reasons.   Produces and distributes the letting schedule on a monthly basis.

 Uses expert knowledge of projects being developed, project status, cost, proposed schedule, etc. along with a thorough knowledge of the various databases containing pertinent information, to respond, both orally and written, to inquiries from DOTD Administrators, elected officials, the general public and other DOTD employees in projects and/or historical information on past projects or trends.  Assists with administrative modification and amendments to the STIP.

Assesses data submitted for Highway Priority Program project creation and determines if project number is required.  Entering initial project data for feasibility, right-of-way, utility, engineering and construction phases.  Ensures that project data meets legislative and federal requirements for planning and authorization and works with Asset Accounting in Financial Services to meet project accounting requirements at project creation.

Assists in working with project managers to develop realistic schedules based on funding and project development requirements.

May be required to perform other duties as necessary, including but not limited to, emergency/disaster support.
