Job Summary

Dominion Energy South Carolina (DESC) is looking for an Engineer I, II, or III to join the Gas Large Projects and Transmission team. This group is tasked with handling the engineering and construction of various sized steel distribution and transmission natural gas pipeline capital projects. This position will be responsible for project scoping, cost estimates, design, commissioning procedures, project controls (cost and schedule), construction support, records verification, and closeout of assigned projects. In addition, the position is also responsible for coordinating with other Dominion Energy departments for all aspects of general project execution, including environmental permitting and compliance, safety, land acquisition, procurement, and financial reporting. Position will also support company initiative teams in the development of SOP's and Best Practices. There is one position which will be filled at the level commensurate with the successful candidate's education, experience, knowledge, skills and abilities.

Duties and Responsibilities:

  • Execute all duties and responsibilities in a safe manner while ensuring compliance with codes, laws, and company policies.

  • Develop conceptual plans, preliminary schedules, accurate cost estimates, and agreements for proposed new facilities or modifications of existing facilities.

  • Provide leadership and accountability inclusive of project management, engineering, and construction support for capital projects (such as installation or replacement of pipelines, measurement & regulation stations, and other facilities) from conceptual stage through commissioning, with oversight of outside consultants or contractors.

  • Accountable and responsible for meeting budget and schedule requirements for each assigned project.

  • Collaborate with internal and external stakeholders to develop plans, schedules, accurate cost estimates, and contracts/agreements for the engineering, procurement and construction of proposed new facilities or modifications of existing facilities.

  • Evaluate proposals/bids and prepare requisitions in SAP for services, materials & equipment.

  • Administer/manage service agreements, design contracts, and construction contracts.

  • Coordinate with internal groups to obtain land, permits and environmental clearances required for capital projects.

  • Represent the company and project in public forums.

  • Ensure accuracy of as-built information for assigned projects.

  • Perform other duties as requested or assigned.

Required Knowledge, Skills, Abilities & Experience

Minimum Requirements (Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications):

Engineer I:

  • 0-2 years relevant engineering design and construction experience in the natural gas or similar industry.

Engineer II:

  • Minimum 3 years relevant engineering design and construction experience in the natural gas or similar industry.

  • Some experience leading portions of capital projects (and accountable for cost, schedule, safety, compliance).

  • Preferred construction/field experience.

Engineer III:

  • Minimum 5+ years relevant engineering design and construction experience in the natural gas or similar industry.

  • Demonstrated successful leadership experience executing large capital projects (and accountable for cost, schedule, safety, compliance).

  • Provide guidance to less experienced engineers.

  • Ability to manage risks and address technical and commercial issues.

  • Extensive construction and field experience.

  • Good team-building skills.

Additional Knowledge, Skills & Abilities for All Levels:

  • Ability to work independently and in a team environment;

  • Ability to manage and design multiple projects;

  • Ability to perform effectively in a high paced, multi-task environment; and ability to independently plan and organize work schedule;

  • Ability to communicate effectively and develop rapport with internal and external stakeholders;

  • Ability to operate a personal computer including the ability to utilize computer & engineering software applications;

  • Ability to interpret codes, regulations and practices;

  • Ability to analyze situations to make recommendations and decisions

Preferred Knowledge, Skills, Abilities, and Experience for All Levels:

  • Registered as an Engineer in Training (EIT) or Professional Engineer (PE) within South Carolina, OR, the ability to obtain one of these designations within six months.

  • Natural gas utility engineering and/or operations experience.

  • Working knowledge of regulatory requirements (including but not limited to Code of Federal Regulations (CFR) 49 Part 192, Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations.

Education Requirements

Required degree (equivalency not accepted in lieu of required degree): Bachelor

Preferred discipline(s): Civil or Mechanical Engineering

REQUIRED ENGINEERING CRITERIA:

For placement of a candidate in the Engineer job series, the following criteria must be met:

  • Possess a 4-year Engineering degree from an ABET accredited Engineering program based on the year that the Engineering program was accredited by ABET, OR
  • Possess a 4-year Engineering degree from an institution outside of the U.S. which is accredited through the country's own Engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, OR
  • Possess a 4-year degree in Engineering (non-ABET accredited), Physics, Chemistry, Math or Engineering Technology and a post-graduate Engineering degree from an institution where the undergraduate degree in the same Engineering discipline is ABET-accredited based on the year the Engineering program was accredited by ABET, OR
  • Holds or has previously held a valid U.S. Professional Engineer license.
