• Salary Range $65,876-115,283*

The position is located in the Project Development Unit in Division 6 and will be responsible for Project Development and Environmental Analysis (PDEA) functions. The PDEA Engineer will perform and/or oversee the development of feasibility studies, special studies, planning, engineering, and environmental studies, mitigation and permitting, and make recommendations for transportation projects, based on these studies.

Higher level Environmental Studies associated with more complex projects including Draft Environmental Impact Statements (DEIS), Final Environmental Impact Statements (FEIS), and Records of Decision (ROD) will be managed by other NCDOT units however Division input from this position will be required. This position will oversee studies for Division projects including, Environmental Assessments (EA), Finding of No Significant Impact (FONSI), Categorical Exclusions (CE), Programmatic Categorical Exclusions (PCE), State Environmental Assessment/FONSI (SEA), State Minimum Criteria Checklist (SMC), Draft and Final Section 4(f) Evaluations, Reevaluations, and Consultations. All these studies must be completed in a manner that ensures legal sufficiency.

These studies establish basic planning philosophy, design concepts, and location criteria to be used in determining appropriate transportation engineering improvements and evaluate all reasonable, feasible, and prudent alternatives. These studies also identify and resolve areas of social, economic, and environmental concern. Additionally, this position will develop methods to avoid, minimize, and/or mitigate environmental impacts due to implementation of Division Projects.

This position coordinates with and analyzes input from professionals in various disciplines; Federal, State and local officials; media; and the public. This position also manages and reviews the work of private engineering firms (PEF) providing PDEA services on Division Projects.

This includes scoping, task determination, labor estimating, contracting, managing, coordination, supervision, advising, decision-making progress/schedule review, coordination and oversight, and invoice review.

The position will also be responsible for providing project update reports and training new staff. This position requires attendance at public meetings, hearing, and conduct project presentations to municipal bodies. Perform related duties as required.

• Knowledge of the principles and practices of National Environmental Policy Act (NEPA), State Environmental Policy Act (SEPA), environmental regulations, civil engineering, construction and maintenance methods, as they apply to highway and traffic engineering and transportation planning

• Knowledge relating to, but not limited to, transportation and environmental policies and procedures

• Experience overseeing and managing projects and project schedules, and to negotiate any disputes that arise regarding contract fulfillment of existing contracts, or modifications to contracts

• Knowledge of the organization and operation of North Carolina Department of Transportation and municipal governments; general knowledge of Federal-Aid Highway planning and funding requirements related to Environmental requirements

• Experience supervising lower-level engineering and technician staff.

Promote safe working environment.  Possess knowledge and understanding of general concepts and practices used in highway construction and design.

 Ability to conduct routine inspections for compliance w/ contract agreements, standards/codes, and specifications. Serve as a survey crew member, assist with operating and maintaining equipment, stakeout, and plot parameters.  Ability to perform land and property searches and plot information.

Ability to withstand extreme weather and terrain conditions while performing duties.  Ability to work in close proximity of high volumes of traffic and heavy construction equipment. Perform entry level materials sampling, testing and inspections.

 Ability to communicate effectively with co-workers, management, and general public.  Knowledge of mathematics (Algebra, Geometry and Trigonometry).  Ability to read and interpret construction plans, contract provisions, specifications, and inspection procedures.  Accurately maintain daily records of work accomplished.

   Operate State vehicle. Safety toe shoes required.

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience

Necessary Special Qualification:

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
