Position serves as Staff Engineer for State Structures Engineer. Responsibilities include assisting in developing the State Bridge Program which includes selecting bridge projects for the replacement, rehabilitation, and preservation programs consistent with State and Federal funding sources.

Monitoring and advising on State Transportation Improvement Program [STIP] Funded Bridge Program and Highway Fund Bridge [HFB] Program projects, which includes - program balancing, initial project selection, ongoing project monitoring and coordination, review of project changes both in cost and schedule and other activities as needed to keep the Program in balance and projects on schedule. Prioritize candidates and select bridge projects for replacement, rehabilitation, and preservation program areas to maximize improving the Bridge Health Index while appropriately utilizing recurring and non-recurring State and Federal funding sources.  Communicate with Division personnel and other stakeholders to determine project priorities, recommending delivery methods, facilitate the use of statewide emergency and oversize/overweight funds.

 Monitors fund balances and take lead in establishing program delivery schedules that ensure fund utilization. Cooperating with various Units on the development of Bridge Projects as needed to facilitate timely and consistent project delivery. which includes review of draft Environmental Documents for both STIP and HFB projects, alerting Units when critical actions necessary and identifying constructability or other potential project pitfalls. Interacting with Unit managers and their staff as needed on implementation and/or development of various programs or policies, initiatives, participating as panel member on research projects and other assignments as needed.

Provide training on Bridge Program to Divisions and DOT personnel. Utilize reports or queries needed for prioritization processes, project selection and to satisfy requests from media, legislature, public, upper management, etc.  Identify shortcomings and recommend improvements.

Work at this level requires a comprehensive understanding of the project development process, of the engineering design efforts required to develop contract plans and associated ranges of construction costs and contract times for a wide variety of bridge projects. Requires expert level of knowledge and understanding of engineering concepts, practices, and theories used in the engineering specialty area and the ability to use it in practice.

Requires thorough knowledge of internal organizational structure, business needs/objectives, budget, planning, legal/public relation considerations, and/or other related factors. Requires the ability to: make final recommendations and final approval for complex or a broad variety/scope of program/project specifications for completeness, compatibility, compliance with engineering principles, standards, codes, and designs needed; research alternatives and designs or analyze special details for non-standard items of work for programs/projects; determine program/project priorities, processes and procedures; manage complex or broad variety/scope of programs/projects for completeness, compatibility, compliance with engineering principles and design needs and standards; resolve/approve major project/program changes; serve as technical expert in the area of assignment; explain novel or complex engineering concepts and related facts in a clear, concise and organized manner; modify delivery, language or content to account for the characteristics and needs of audience; write clear, concise and organized documents, and reports addressing novel or complex engineering concepts and facts; provide leadership in planning and organizing the work of others; work collaboratively to manage issues; evaluate and recommend resource needs; consult with senior level decision-makers on an on-going basis; participate in the development of long-range strategic goals; and build client support of work group objectives.

Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Knowledge of professional engineering principles and practices of civil engineering as related to highway design, construction, and maintenance methods, materials and equipment.

  • Knowledge of laws, regulations and policies that apply to area of administration; Federal and State regulations and laws; FHWA policies and guidelines; and NCDOT organization, policies, procedures and guidelines.

  • Demonstrated ability balancing work on multiple priorities to meet time sensitive deadlines.

  • Experience gathering and analyzing data/information and composing technical and administrative reports/presentations.

  • Demonstrated ability explaining engineering concepts and related facts in a clear, concise and organized manner, both verbally and in writing, for a variety of audiences.

Additional Expectations:

Management prefers Registered North Carolina Professional Engineers (PE)

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
