This professional position serves as project coordinator for review of land development projects in coordination with local, State and Federal government agencies. Direction is given to office support staff and supervision is received from the Engineering Supervisor, Environmental Compliance and the Director of Permits and Inspections.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES

  • Act as project coordinator for review of land development projects, coordinate with other agencies, track project status, resolve conflicts and otherwise ensure that projects proceed through the review process and remain on schedule

  • Review land development plans and computations for consistency with Maryland Stormwater regulations in accordance with the Maryland Stormwater Management Act of 2007, Frederick County Stormwater Ordinance 1-15.2 and Frederick County Streets and Roads Design Manual

  • Perform design review on all County development projects in the areas of storm drainage, hydraulics, stormwater management, sediment and erosion control, site grading and coordination of utilities

  • Review contract plans and specifications for compliance with governing codes and County specifications and requirements

  • Review and process Deed of Easements for stormwater management facilities and public/private storm drain infrastructure

  • Review and manage cost estimates prepared by consultants for work subject to a surety held by the County

  • Review and process grading, stormwater and public improvement permits in conformance with improvement plan approval

  • Interact with private developers, engineering consultants, other County agencies and the general public in regard to land development activities, site visits and other related matters

  • Respond to technical questions and resolve field discrepancies that may arise during construction

  • Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS

ENGINEER II (salary $80,252 - $96,302 per year):

  • Bachelor's degree in Civil Engineering or closely related field

  • Minimum of 3 years of work experience in land development, which must include:

  • Experience with hydrologic and hydraulic analysis

  • Experience in the design and review of open and closed storm drainage systems

Possession of current Engineer in Training certification

Possession of a valid automobile operators licenseENGINEER III (salary $85,869 - $103,042 per year):

  • Bachelor's degree in Civil Engineering or closely related field

  • Minimum of 5 years of work experience in land development, which must include:

  • Experience with hydrologic and hydraulic analysis

  • Experience in the design and review of open and closed storm drainage systems

Possession of current Professional Engineer licensure issued by the State of Maryland (or currently a licensed PE in another state, with the ability to obtain the Maryland license by reciprocity within 1 year of hire)Possession of a valid automobile operators licenseKNOWLEDGE / SKILLS / ABILITIES:

  • Ability to maintain County Authorized Driver privileges

  • Knowledge of the principles and practices of surveying and civil engineering

  • Working knowledge of engineering software applications, including GIS

  • Ability to effectively read, interpret and understand land development plans and

  • specifications

  • Ability to effectively utilize software for word processing, spreadsheet, and database applications

  • Familiarity with Maryland Department of the Environment and State Highway Administration standards and specifications

  • Strong and effective spoken and written (English) communication skills, including the ability to prepare and present clear, concise reports, data and development information to public officials, professional peers, media representatives, citizen groups and others

  • Ability to develop and maintain effective working relationships with co-workers, public officials and other government agencies, developers, consultants and the general public

PREFERENCE MAY BE GIVEN FOR:

  • Land development experience at the municipal government level

  • Experience with floodplain studies and dam safety analysis

  • Experience working with Maryland Department of the Environment and Soil Conservation District requirements and review procedures

  • Experience working with Maryland State Highway Administration standards and

specifications

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:

  • While working in this position, the employee is required to constantly sit; frequently perform repetitive motions; occasionally walk; and rarely climb, stoop, lift up to 20 pounds, reach and drive

  • While working in this position, the employee is required to constantly work indoors; rarely work outdoors; walk on uneven ground, work in hot temperatures above 100 degrees, cold temperatures below 32 degrees, work in dirty, dusty and noisy environments; and work near machinery

ADDITIONAL INFORMATION / EXAMINATION PROCESS

  • Ability to provide own transportation to work sites and other locations

  • Available for occasional evening/weekend hours as needed for meetings, special projects, etc.
