Summary

The King County Solid Waste Division (SWD) is looking for two experienced and technically proficient Solid Waste Construction Management Engineers (Engineer II classification). About this Role:

The successful candidate will function as the owner representative during CIP Rehab, Special Projects, and larger repair and/or replacement construction projects to ensure contractor compliance with plans, specifications, building codes, and relevant regulatory laws. This position will also oversee construction management consultant work order contracts to assist in implementing construction oversight. This position will provide the candidate with the experience to develop in construction management roles and/or project management roles.

Some of the major projects you will be involved in are:

  • Transfer Station CIP Rehab, such as tipping floor resurfacing and hillside stabilization and Landfill CIP Rehab such as landfill gas header extension and groundwater well replacement.

  • Provide constructability reviews and technical assistance in the planning and design stages of various SWD construction projects as needed.

  • Major equipment replacement, such as overhead crane and industrial compactor replacements

  • Special projects such as stormwater vault installation and construction of waste diversion infrastructure

  • Harbor Island electrical room overhaul and warehouse roof replacement CIP

This position performs work remotely and onsite. Onsite work will vary with assigned projects.

About the Team:

The King County Solid Waste Division (KCSWD) is responsible for the public solid waste system that serves the people and communities of unincorporated King County and most cities within King County. KCSWD is the lead King County Agency for delivering Zero Waste of Resources (ZWoR) goal for the region, which will reduce valuable materials sent to the landfill by up to 70%. KCSWD operates the Cedar Hills Regional Landfill, ten transfer facilities, nine closed landfills, and many programs to design out waste and pollution, keep products and materials in use and regenerate natural systems.

Facilities Engineering and Science Section (FESS) staff plan and manage the development of transfer facilities, new landfill areas, closed landfills and the closure of completed landfill areas at the Cedar Hills Regional Landfill; performs facility inspections and provides engineering support for facility operations and maintenance directly and through the management of associated contract services; and provides environmental monitoring, evaluation and reporting. In collaboration with Operations, ensures regulatory and permit compliance for all solid waste facilities. FESS provides the technical expertise necessary to conduct assessments, integration and use of technology to support the Division's day-to-day business activities.

Job Duties

What You Will De Doing:

  • Plan, organize and supervise the inspection of SWD construction projects to ensure compliance with requirements, contained in plans and specifications, for public works construction contracts.

  • Administer construction management work order contracts and possibly additional civil construction contracts.

  • Develop and implement a QA/QC program for inspections of assigned projects.

  • Perform coordination of scope, schedule, and budget priorities across SWD for all assigned construction projects.

  • Serve as the lead for facilitating communication and coordination with operations and maintenance (O&M) staff during the execution of assigned construction projects.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

  • A bachelor's degree in construction management, engineering, or a related technical field OR the equivalent combination of education and experience

  • Three (3) years of recent construction engineering/management experience, which includes 2 years of field inspection.

  • Ability to read and interpret engineering drawings, and specifications and provide constructive, relevant comments to project managers, engineers, and consultants.

  • Familiarity with construction project scheduling software.

  • Thorough knowledge of current acceptable construction methods, practices, materials, and equipment

  • Working knowledge of relevant construction laws, ordinances, County policy, and contract terms and conditions.

  • Ability to resolve conflicts within the team and with the contractor.

  • Ability to understand, appreciate, and work with a diverse group of people; culturally, technically, personality, value relations, etc.

  • Demonstrated ability to inspect material and workmanship, to recognize construction deficiencies and omissions requiring corrective action.

  • Experience working with contractors to ensure compliance with contract requirements, job quality, safety, and timeliness.

  • Ability to determine contract entitlement and negotiate changes in a timely manner.

It Would Be Great If You Also Bring:

  • Construction experience in operational industrial and Solid waste facilities.

  • Experience managing technically and/or contractually complex public works construction contracts.

Supplemental Information

Working Conditions:

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements. Onsite work will vary with assigned projects. During dry weather construction season, onsite work will be up to 5 days a week, 4 to 8 hours at a time. During the wet weather season, onsite work will range from 2 to 5 days on-site, 4 to 6 hours at a time.

  • Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life balance and reduces carbon footprint under the department's vision of Green Where We Work.

  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.

  • Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.

  • Union Representation: This position is represented by Protec 17.
