This professional position will plan and manage the review of traffic elements of development review projects, and will coordinate transportation planning-related activities with consultants, contractors and other interested County departments/agencies. Duties include scoping traffic impact studies and review of completed traffic studies; helping manage the roads portion of the Adequate Public Facilities Ordinance (APFO) and reviewing traffic engineering plans (such as maintenance of traffic, access, safety, applicable signage and striping, etc.) Supervision is received from the Engineering Supervisor, Department of Development Review and Planning, Division of Planning and Permitting.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES

  • Review, analyze and coordinate traffic impact studies for development and roadway projects

  • Helping to manage the roads portion of the Adequate Public Facilities Ordinance (APFO) and participate in updates to the APFO Guidelines

  • Administer all of the APFO reviews including traffic reviews, schools test, and water/sewer reviews; prepare Letters of Understanding (LOU) documenting the application of the APFO. Coordinate traffic APFO reviews; manage/coordinate multiple projects in the same geographic area, escrow accounts and other databases

  • Review subdivision and site plan submissions for horizontal and vertical road alignment, safe access (adequate sight distance), signing and striping and maintenance of traffic, pavement design, etc.

  • Review cost estimates for proposed road improvements

  • Manage land development projects (e.g. coordinate project reviews/inspections with other agencies; track project status; resolve conflicts; schedule meetings with agencies; complete site visits; etc.)

  • Review of consultants work, for location engineering, traffic impact study reviews, traffic engineering reviews and for performing travel demand forecast simulation model tasks

  • Coordinate necessary land development improvements including roads, storm drains, drainage, traffic signals, etc. with private developers, consultants, Federal, State, local and other county agencies

  • Coordinate design projects with local, State and Federal government agencies; secure permits and approvals from regulatory agencies

  • Participate in transportation projects with the Maryland Department of Transportation (MDOT), Division of Public Works and other agencies

  • Review other aspects of the land development and comprehensive plan updates

  • Coordinate with MWCOG and other local and regional agencies

  • Prepare and present information to elected officials, the general public and other interested audiences

  • Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

ENGINEER I (salary $75,001 - $90,001 per year):

  • Bachelor's degree in Civil Engineering, Civil Engineering Technology or closely related field

  • Minimum 1 year of civil engineering or planning work experience in the transportation field

  • Possession of a valid automobile operators license

ENGINEER II (salary $80,252 - $96,302 per year):

  • Bachelor's degree in Civil Engineering, Civil Engineering Technology or closely related field

  • Minimum 3 years of civil engineering or planning work experience in the transportation field

  • Possession of current Engineer in Training certification

  • Possession of a valid automobile operators license

ENGINEER III (salary $85,869 - $103,042 per year):

  • Bachelor's degree in Civil Engineering, Civil Engineering Technology or closely related field

  • Minimum 5 years of civil engineering or planning work experience in the transportation field

  • Possession of current Professional Engineer license

  • Possession of a valid automobile operators license

KNOWLEDGE / SKILLS / ABILITIES:

  • Ability to maintain County Authorized Driver privileges

  • Working knowledge of traffic analysis, origin/destination studies, traffic signal warrant, designs, intersection analysis, and level of service calculations

  • Working knowledgeof MUTCD, HCM, AASHTO codes, and other MDOT SHA standards, specifications and procedures

  • Working knowledge of engineering software applications such as HCM; ArcView and GIS applications

  • Hands on knowledge of travel demand modeling and forecasting, using CUBE, or similar model

  • Ability to effectively utilize computerized systems/equipment (e.g. word processing, spreadsheet, presentation and project management, etc.)

  • Ability to develop and maintain effective working relationships with consultants, co-workers, government agencies and the general public

  • Strong and effective written and spoken (English) communication skills, including public speaking skills and the ability to prepare and present clear, concise written and spoken reports for varied audiences

PREFERENCE MAY BE GIVEN FOR:

  • Experience with traffic impact analysis, signal warrants, an intersection design

  • Experience with HCM, ArcView and GIS

  • Experience with the MUTCD, AASHTO, and MDOT SHA standards

  • Current Professional Transportation Planner (PTP), Professional Traffic Operations Engineer (PTOE), American Institute of Certified Planners (AICP)

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:

  • While working in this position, the employee is required to constantly sit; frequently perform repetitive motions; occasionally walk; and rarely climb, stoop, lift up to 20 pounds, reach and drive

  • While working in this position, this person is required to constantly work indoors; rarely work outdoors, walk on uneven ground, and work in a dirty environment
