JOB FAMILY SUMMARY PURPOSE

Under the general direction of the Manager for Environmental, the Engineer- Environmental will be responsible for regulatory compliance and reducing environmental liability on a company-wide basis. This is a team-oriented position.

The Environmental Engineer will be responsible for oversight and development of environmental programs, permits; and related documents and the implementation of environmental commitments to ensure compliance with state and federal environmental regulations. This individual shall have working knowledge of the major environmental regulatory areas applicable to the electric utility industry in Texas and New Mexico.

EDUCATION

Bachelor's Degree from an accredited college or university in Civil Engineering, Environmental Engineering, Environmental Science or related analytical degree program.

EXPERIENCE

0-5 years or more of experience

The ideal candidate will have:

Knowledge and experience in environmental compliance, specifically water and wastewater compliance, preferably in Texas and New Mexico. Experience in managing compliance tied to NPDES (National Pollutant Discharge Elimination System) and TLAP (Texas Land Application Permit) programs/permits. Experience in managing drinking water systems, preferably in the state of Texas.

Knowledge in reading water/wastewater laboratory analysis reports and determining compliance of analysis with permits. The position requires project management skills in order to coordinate sampling events, that includes soil sampling and the collection of several hundreds of samples, or to manage improvements within the water/wastewater systems.

This position requires ability to search and read regulatory text, interpretating regulations, and ability to determine what is applicable to our different sites. Discussion with other team members is encouraged to determine applicability.

The position requires ability to conduct audits/inspections, identify process improvements, prepare written reports and oral presentations.

MINIMUM KNOWLEDGE, SKILLS & ABILITIES:

  • Comprehensive knowledge of major environmental regulatory areas applicable to the electric utility industry.

  • Experience leading the environmental components of multi-disciplinary projects.

  • Experience working with state and federal regulatory agencies.

  • Excellent oral and written communication skills to develop environmental documents and interface with various levels throughout the organization.

  • Understanding of project management principles to manage project deliverables, and costs.

  • Ability to establish and maintain good working relationships with regulatory bodies, management, fellow employees, representatives of other utilities, external consultants and the public.

  • Valid driver's license and ability to maintain compliance with the Company's driving program.

  • Effective verbal and written communication skills.

  • Ability to maintain effective working relationships with officers, managers, fellow employees, and the general public.

  • Ability to maintain a strong sense of propriety concerning confidential matters.

ESSENTIAL JOB FUNCTIONS:

  • Support company-wide environmental compliance by providing technical guidance and environmental regulatory assistance.

  • Serve as a technical liaison between the environmental department and internal disciplines at El Paso Electric as well as with regulatory agencies and outside consultants for Transmission, Distribution, Generation, and new development projects with potential environmental impacts.

  • Review complex environmental data, perform regulatory and technical analyses and prepare documents to ensure compliance with all applicable laws and regulations and consistency with El Paso Electric standards.

  • Must be available for 24/7 coverage, as required for spill response and other emergencies

  • Prepare and provide technical reports and project status updates to Management.

  • Conduct project and program area compliance inspections.

  • Provide peer review for technical accuracy and completeness of documents across environmental disciplines.

  • Develop and conduct environmental program training for El Paso Electric employees and support contractors.

  • Conduct contract management for sub-consultants and outside contractors.

  • Participate in public outreach and communication of environmental components of El Paso Electric operations.

  • Complies with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.

  • Perform other related tasks that are not included, but are within the context of the duties defined.

WORK ENVIRONMENT

  • Work is performed indoors in an office setting.

  • The incumbents in this classification are subject to high levels of stress.
